PERFORMANCE WORK STATEMENT

NORFOLK NAVAL SHIPYARD PRODUCTION SUPPORT TOUCH LABOR

INDEFINITE DELIVERY/INDEFINITE QUANTITY

1.0 INTRODUCTION

1.1 Scope: This Performance Work Statement (PWS) supports touch labor requirements under Norfolk Naval Shipyard (NNSY) Naval Supervisory Authority (NSA) Lead Maintenance Activity (LMA) cognizance. The purpose of this Firm-Fixed-Price (FFP) contract is to provide a specific supply of production touch labor to support the repair, maintenance and alterations requirements for U.S. Navy waterborne vessels, surface ships and submarines at any location under NNSY NSA/LMA cognizance.

The Contractor(s) shall provide all labor, labor skill sets, management, supervision, coordination, safety management, environmental management, material, equipment, and transportation necessary to perform the requirements of each Task Order issued. The Contractor shall ensure adequate (required quantity and skill set) resources are dedicated to complying with the standards, guidelines and procedures as stated to satisfy the requirements of associated Task Orders.

1.2 Level of Effort: The table accompanying this PWS as Attachment 1, represents the level of effort in man-days of direct labor needed, straight time (ST) hours and over time (OT) hours for each of the ELIN labor category services for the five-year ordering period. The total number of man days of direct labor includes subcontracted labor hours, but does not include holiday, sick leave, vacation, and other absence hours. One man day equals eight hours.”

2.0 GENERAL CONTRACT REQUIREMENTS

2.1 Vessel Knowledge: The Contractor shall have expertise and experience for the performance of this contract involving naval ship/vessels to include, but not limited to, the following characteristics:

Types of Vessels: Waterborne vessels, Surface Ships and Submarines Structural Material:

Steel, Aluminum, Composites, and Wood

Propulsion Method:

Gas Turbines, Diesel and Steam

Design Types:

Hull, Mechanical, Electrical and Electronic Design; Basic Commercial Off-the-Shelf to Militarized Special Designs

2.2 Ship, Submarine and Vessel Repair Projects: The Contractor shall provide the following, in support of ship and vessel project, to include but not limited to, welding; marine pipefitting; shipfitting; blasting; painting;

equipment in-place repair, removal, repair, and installation; sheet metal forming, shaping, cutting and stamping;

electrical/electronic repairs and modernization; electrical/electronic alteration; pump/motor and ship’s mechanical systems repair and alignment; tank cleaning; rigging; and temporary scaffolding removal/installation.

2.3 Task Requirements: A Performance Work Statement (PWS), which includes specific requirements of work items/work requirements, deliverables, documentation, training; applicable Government/departmental/industry standards, on-boarding timeline, etc., will be delineated in each Task Order Request for Proposal (RFP).

2.4 Hot Work: The Contractor shall perform hot work as defined at the task order level. Hot work is defined as all flame heating, welding, torch cutting, brazing, carbon arc gouging, or any work that produces heat, by any means, of 400 degrees Fahrenheit (204 degrees Celsius) or more. In the presence of flammables or flammable atmospheres, hot work includes other ignition sources such as spark or arc producing tools or equipment, static discharges, friction, impact, open flames or embers, and non-explosion proof lights, fixtures, motors or equipment.

2.5 Hazardous Energy Control Work: The Contractor shall follow NNSY’s Hazardous Energy Control (HEC) Program. HEC involves use of Lockout/Tags-Plus (LOTP) procedures to protect employees by locking out hazardous energy of all types. A Tags-Plus system may be used if the hazardous energy source cannot be locked out; however, a strict approval process is required to use HEC tags. NNSY’s HEC instruction is the NAVSEA Occupational Safety, Health and Environment Control Manual (OSHECM) Chapter 250 with NNSY’s Appendix H (latest revision); for the purpose of this information, the term OSHECM Chapter 250 includes the use of NNSY’s Appendix H. For the intent of NNSY’s HEC program, use of the term “Lockout” will be used to also represent Lockout/Tags-Plus should this system ever be used.

2.6 Hazardous Material: The Contractor Supervisor shall ensure contractor personnel handling/using hazardous materials in accordance with NAVSHIPYDNORINST P5090.2 Volume III Chapter 5, Hazard Communication. Examples of hazardous materials include, but are not limited to, materials that exhibit flammable, combustible, ignitable, reactive, poisonous, corrosive, or toxicity characteristics such as paints, solvents, adhesives, cleaners, pesticides, acids, bases, greases, oils, lubricants, and oxidizers. The Contractor Supervisor shall ensure that contractor employees are trained on the location and content of applicable Safety Data Sheets (SDS), and ensure employees are knowledgeable on how to access SDS.

2.7.1 The Contractor and any Subcontractor(s) shall comply with the requirements of applicable safety and health laws and regulations such as Occupational Safety and Health standards which include Maritime Standards Code of Federal Regulations (CFR) (29 CFR 1915), General Industry Standards (29 CFR 1910), and other applicable federal, state and local environmental protection laws, codes, ordinances and regulations, in disturbing or removing paint during data collection for a specific task. All paints on naval vessels are considered to contain heavy metals, i.e., lead, chromium or cadmium unless it can be established otherwise by laboratory analysis.

2.8 Material and Equipment:

2.8.1 Contractor Furnished Material

2.8.1.1 The Contractor shall provide personal hand tools and other work apparel typically provided for accomplishment of work when required to include, but not limited to, respirators and fall protection devices.

2.8.1.1.1 The Contractor shall validate any measuring device (e.g. machinist scale) being bought into the shipyard as a tool against a calibrated/checked standard.

2.8.1.2 The Contractor shall provide Personal Protective Equipment (e.g. safety shoes, helmets and eye protection).

2.8.1.3 The Government may inspect any contractor-owned safety equipment (e.g harnesses).

2.8.2 Government Furnished Equipment

2.8.2.1 The Government may provide powered tools and tools that require calibration before use (e.g. torque wrenches, dial calipers, micrometers).

2.9 Trade Specific Requirements:

2.9.1 Qualifications

2.9.1.1 Contractor shall maintain:

2.9.1.1.1 A Personal Fall Arrest System (PFAS) program in accordance with 29 CFR 1915.159, Subpart I.

2.9.1.1.2 A Confined/Enclosed Space Entry program in accordance with 29 CFR 1915, Subpart B.

2.9.1.1.2.1 The Contractor, by accepting work under this contract and subsequent associated Task Order(s), shall accept the Navy competent person services of NNSY.

Confined and Enclosed Entry: S6470-AA-SAF-010- Rev. 4 - Technical Manual for Naval Maritime Confined Space, section 2.8.2 authorizes naval maritime facilities, at the discretion of the naval maritime facility commander, to provide Navy competent person services to contractors in those situations where the provision of such services is advantageous to the government and the contractor desires and agrees to accept such services. Competent person services must be provided in accordance with 29 CFR 1915 and section 2-8 of S6470-AA-SAF-010- Rev. 4.

2.9.1.1.3 A Respirator program in accordance with 29 CFR 1910.134, Subpart I.

2.9.1.1.4 A training plan for PFAS. The Contractor shall submit copies of the training plan for PFAS, Confined/Enclosed Space, and Respirator programs with their proposal.

2.9.1.2 Contractor personnel reporting to NNSY shall be qualified to work in confined spaces such as tanks, voids, and any other areas that require gas-free controls.

2.9.1.3 The Contractor shall provide personnel qualified to wear safety harnesses and work from scaffolds/platforms where drop off will be greater than five (5) feet IAW 29 CFR 1915, Subpart I and be trained in fall protection regulations.

2.9.1.3.1 The Contractor shall provide personnel trained to wear required Personal Protective Equipment (PPE) when designated or required for performance at the task order level, and be trained in hearing conservation and eye safety awareness. The Contractor shall ensure that contractor employees possess their own work apparel and Personal Protective Equipment (PPE), which is mandated by 29 CFR 1915 (e.g. safety steel toe shoes, ear plugs, hard hats, safety glasses, and/or flash goggles/equivalent eye protection)

2.9.1.3.2 The Contractor shall provide personnel trained in electrical safety per National Fire Protection Association (NFPA) 70E.

2.9.1.3.2.1 Contractor non-electrical workers shall be trained in electrical safety for non-electrical workers per NFPA 70E.

2.9.1.3.2.2 Contractor electrical/electronic workers shall be trained in electrical safety standards per NFPA 70E.

2.9.1.3.3 The Contractor shall perform work in accordance with written technical work documents.

2.9.1.3.4 The Contractor shall have a working knowledge of how to read and understand the information provided in a Material Safety Data Sheet (MSDS).

2.9.1.4 The Contractor shall provide trained, and qualified Fire Watch and Tank Watch personnel.

2.9.1.4.1 Contractor shall comply with the Fire and Tank Watch training requirements as specified in 29 CFR 1915 and CFR 1915.508, Subpart P “Fire Protection in Shipyard Employment.” A copy of the lesson plan must be submitted electronically to the NNSY Designated Representative for NNSY Codes 106, 900T and 920 review and approval no later than ten (10) calendar days after contract award Refer to CDRL A006.

2.10 Contractor Travel: Travel and Per Diem is authorized at the Task Orders level under this contract. The contractor may request Travel through the Contracting Officer for ELIN: A102 Marine Insulator/Lagger, A103 Marine Pipefitter, A104 Outside Marine Machinist, A111A Welder: Pipe GTA CuNi, A111B Welder: Pipe GTAW Cres and A111C Welder: Pipe GTAW CS to support touch labor requirements in support of this PWS. Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. Travel requirements under this contract shall be met using the most economical form of transportation available. If economy class transportation is not available, the request for payment voucher must be submitted to the Contracting Officer with justification for use of higher-class travel indicating dates, times, and flight numbers. All travel shall be scheduled sufficiently in advance to take advantage of offered discount rates, unless authorized by the Contracting Officer. All travel requires Government approval/authorization and notification to the COR.

2.11 Place of Performance: Work will be primarily performed on-site at the Norfolk Naval Shipyard (NNSY) located in Portsmouth, VA. Work may also be performed at other local military sites (i.e., Naval Station Norfolk, Little Creek Joint Expeditionary Base, etc.) and private shipyard facilities in Hampton Roads, VA. Travel beyond a fifty (50) mile radius of NNSY is not required.

2.12 Period of Performance: Duration of this contract is anticipated to be a five (5) year ordering period.

3.0 COORDINATION PROCESS

3.1 Supervisor: The Contractor shall identify a Supervisor for each Task Order at the time a proposal is submitted.

This Contractor Supervisor shall coordinate all aspects for each Task Order with the designated Government Contracting Officer’s Representative (COR), Alternate COR (ACOR), and/or Technical Point of Contact (TPOC).

The Contractor Supervisor shall keep these government points of contact apprised of schedule, technical, material and financial issues pertaining to the Task Order.

3.2 Communication: All communication pertaining to any aspect of this contract and associated Task Orders shall be conducted via the NNSY Government Contracting Officer (KO) and COR. Code 900R will coordinate further communication with other applicable NNSY TPOCs, Managers, Government Organizations, Commands and Departments as required otherwise specified via separate task order.

3.2.1 The Contractor shall coordinate Task Order efforts with the COR/ACOR and NNSY Zone Manager and/or Supervisor daily.

3.3 Access Authorization: Contractor personnel shall not visit any naval ships/vessels or military installations associated with a Task Order without prior approval from the KO. All visits shall occur during normal working shifts as coordinated by the Designated Representative from NNSY Security Office 7.3.1. If required, NNSY Security Office will forward security clearances to the appropriate military installation for contractor personnel.

3.3.1 Contractor personnel shall not onboard onto NNSY without obtaining written approval from NNSY security Office 7.3.2. The Designated Representative from NNSY Security Office will provide onboarding dates for each employee based on trade specific training availability for each Task Order.

3.4 Employee Skills Tracker: The Contractor shall provide a completed copy of a Touch Labor Resource Management and Skills Tracker prior to arrival of personnel to Government installation i.e., NNSY. Refer to CDRL A001. The Touch Labor Resource Management and Skills Tracker is a Microsoft Excel worksheet provided electronically by the Code 900R and/or C400 at the time of solicitation. This “Skills Tracker” worksheet contains a skills matrix that captures the quantity of laborers available, NNSY Indoctrination, trade specific training and badging status of each proposed employee is provided after contract award. The Skills Tracker data will allow NNSY to schedule onboarding dates that align with Trade Specific Block Orientation and Skills Validation schedules for contractor employees.

3.4.1 The Contractor shall provide an updated Skills Tracker sheet weekly after Task Order award until 100% of required contractor employees are onboard. The Skills Tracker sheet shall be provided to NNSY prior to contractor employee’s scheduled arrival to NNSY. The Skills Tracker shall be delivered to Code 900R and NNSY COR and/or ACOR in electronic format via e-mail. Refer to CDRL A001.

3.5 Qualification Records: The Contractor shall verify and provide certification of employee qualifications, both training and medical, on company letterhead for each employee performing work in accordance with this contract.

Refer to CDRL A002. The Contractor shall maintain detailed personnel qualification records for all employees and shall provide a printed copy of these records or supporting documentation for review to the Contracting Officer upon request. The Qualification Record(s) shall identify each employee by name, labor skill, and verifiable certification that meets the requirements as outlined in the work descriptions and elsewhere in this contract or associated Task Order(s).

3.5.1 The Contractor shall ensure all contractor employees are physically qualified to perform work within shipyard IAW OSHA 29 CFR. The Contractor shall provide documentation on a company letterhead to NNSY, certification of employee qualifications, training and medical, stating employee is either currently qualified or will be qualified upon start date at NNSY. A baseline medical examination shall be conducted before the employee reports to NNSY. The examination shall be annotated in the certified Qualification Records provided to Code 900R and ACOR on a company letterhead. Refer to CDRL A002. The Contractor shall maintain detailed personnel qualification records (training and medical) for each contractor employee performing work in accordance with this contract. These records shall identify personnel qualifications (e.g. confined space, Lead Monitoring Records, Employee Respirator Training Records, Employee baseline hearing test records, etc.,) and expiration date of each qualification. The Contractor shall provide a printed copy of these records to NNSY COR/ACOR and Code 900R upon request. Refer to CDRL A002.

3.5.2 The Contractor shall perform a baseline hearing test on all employees assigned to this contract. The Contractor shall ensure employees understand when and how to wear hearing protection per OSHA Requirements 29 CFR 1910.95 Occupational Noise Exposure.

3.6 Security Indoctrination Training: All Contractor personnel, including the Contractor Project Manager and Supervisor, shall complete NNSY Security Indoctrination training. NNSY Security Indoctrination training will be performed by NNSY Code 1120 Security Department at Security & Pass Office Building 1502.

The Contractor shall be badged by NNSY at time of Security Indoctrination completion. Badging information shall be forwarded to Code 900R Touch Labor representative for entry into timing (i.e., Supervisor’s Desk (SUPDESK) and training (i.e., Automated Training Management System (ATMS)/ Waypoints databases.

3.6.1 NNSY will use ATMS/Waypoints to access the training records of Production Support Contractors and track in SUPDESK all hours charged to the Production Support Contract or Task Orders awarded under this contract. After the successful completion of NNSY Security Indoctrination training and SUPDESK upload, the NNSY KO or COR will further advise the designated Contractor Project Manager or Supervisor(s) of additional reporting instructions and project schedule(s).

3.7 On-site Supervision/ Off-Site Supervision: Work assignments will be delivered to the Contractor via the designated NNSY Zone Manager and/or Supervisor. The Designated NNSY Zone manager, Supervisor and/or COR/Alternate COR are the liaisons between the Government and the Contractor(s). The Contractor Project Managers and Supervisors will supervise and direct the contractor employees. The Contractor Supervisor shall be responsible for disseminating work assignments to contractor employees and providing direct supervision for the duration of the work assignment(s). Contractor employees and Supervisor shall be present during job briefings conducted by NNSY Government Supervisors. Contractor employees are not to lead work assignments. For critical steps designated by the NNSY Supervisor or the Technical Work Documents (TWDs), there should be a qualified NNSY representative (Work Leader or Mechanic) available for personal observation for the work being performed. Contractor employees will perform tasking with stopping points identified during the job briefing. This will allow the qualified NNSY representative to have personal observation and sign for necessary verification signatures.

3.7.1 Program Manager shall:

3.7.1.2 Manage Contractor Project Manager, Supervisors and employees’ assignments to training, ships, shifts of work, discipline, safety, attendance, time-off (i.e., sick and/or annual leave) and work performance.

3.7.1.3 Ensure daily onboard counts of mechanics are reported to Code 900R and NNSY COR via e-mail at least once per week by the Daily Skill Tracker.

3.7.1.4 Resolve contractor personnel problems i.e., conflict resolution and administrative actions (all contractor disciplinary actions requiring written documentation shall be reported to C440 COR via email) affecting the contractor’s employees and ensure information is coordinated with C440 COR to provide communication with KO. C900R will communicate with the Project.

3.7.1.5 Provide overall management, oversight and supervision (and/or lead workers) to effectively and safely manage the work of the Task Orders including trade specific proficiency testing.

3.7.1.6 Ensure that a Project Manager or a Contractor Supervisor is physically available to the contracted and government workforce at all times during working hours.

3.7.1.7 Ensure overall management of accurate tracking of hours worked by contractor personnel, Supervisors, and Project Managers.

3.7.1.8 Ensure that all training records and qualifications are reported to code 900R and Code 400 in a timely manner

3.7.2: Project Manager shall:

3.7.2.1 Manage contractor Supervisors and employee’s assignments to training, ships, shifts of work, discipline, safety, attendance, time-off (i.e., sick and/or annual leave) and work performance.

3.7.2.2 Ensure daily onboard counts of mechanics are reported to the NNSY Designated Representative electronically via e-mail at least once per week.

3.7.2.3 Be on NNSY worksite at least 50% of the time to have a face to face with code 900R and readily available at all times.

3.7.2.4 Resolve contractor personnel problems i.e., conflict resolution and administrative actions (all contractor disciplinary actions requiring written documentation shall be reported to Program Manager via email) affecting the contractor’s employees and coordinate with code 400 and 900R.

3.7.2.5 Maintain accurate tracking of hours worked by contractor personnel and Supervisors.

3.7.2.6 Ensure that Contractor Supervisor is physically available to the workforce at all times.

3.7.2.7 The Project Manager shall fill in if Supervisors is unable to report to work and perform the duties of a Supervisor.

3.7.2.8 Support all meetings and telecoms, inspections, quality audits and reporting requirements.

3.7.3: Contractor Supervisor shall:

3.7.3.1 Manage contractor employees’ assignments to training, ships, shifts of work, discipline, safety, attendance, time-off (i.e., sick and/or annual leave) and work performance.

3.7.3.2 Provide adequate supervision to oversee the assigned contractor personnel and ensure the proper execution of the tasks described herein to include trade specific proficiency testing.

3.7.3.3 Be physically on NNSY worksite and available to the workforce at all times.

3.7.3.4 Ensure daily onboard counts of mechanics are reported to Code 900R electronically via e-mail at least once per week. Refer to CDRL A003.

3.7.3.5 Maintain accurate tracking of hours worked by contractor personnel.

3.7.3.6 Maintain total program oversight of contractor personnel.

3.7.3.7 Manage assignment of contractor personnel to training, shifts and projects.

3.7.3.8 Provide overall management, oversight and supervision (and/or lead workers) to effectively and safely manage the work of the Task Orders including trade specific proficiency testing.

3.7.3.9 Resolve contractor personnel problems i.e., conflict resolution and administrative actions (all contractor disciplinary actions requiring written documentation shall be reported to Project Manager via email) affecting the contractor’s employees.

3.7.3.10 In the absence of the Supervisor the Project Manager shall fulfill the duties as outlined for Contractor Supervisor.

3.8 Inactive Period: The Contractor shall be required to work on various projects or sites during the period of performance. This could be followed by an inactive period where effort is not required. The Project will notify Code 900R; in turn, Code 900R will communicate with the NNSY COR and KO. The NNSY COR, KO will provide the Contractor five (5) working days’ notice to allow them to de-man during an inactive period.

3.9 Performance: The Contractor shall be required to perform in accordance with the standards, guidelines, and procedures, as stated in each individual Task Order. The Contractor is an independent contractor and not an agent of the Government.

3.10 Multiple Requirements: Task Orders may require multiple line items within the contract. Due to U.S.

Navy commitments and ships’ schedules, some Task Orders may be issued as emergent requirements. The Contractor may be required to respond to more than one requirement (simultaneous Task Orders for more than one vessel).

3.11 Technical Work Documents: NNSY Shop Supervisor will review Technical Work Documents (TWDs) with the Contractor Project Manager or Supervisor and contractor mechanic in the form of Task Group Instructions (TGIs), Deficiency Reports (DRs), Deficiency Logs (DLs,) etc., prior to each work assignment. The Contractor shall accomplish the work assignments using NNSY processes, technical work documents and equipment (except as identified in section C-2.8) and shall comply with all attached CDRLs. The Work Authorization Form (WAF) will be included with the TWD package.

3.11.1 NNSY is responsible to provide all quality assurance personnel and engineering support that may be required in the assigned tasking.

3.12 Personnel Change Out: Contractor personnel assigned to fulfill a Task Order are expected to complete the task. Once contractor personnel are assigned, change out of these personnel shall not occur without prior notification to the NNSY COR in writing.

3.12.1 The Contractor shall notify the KO and NNSY COR in writing within three business days of any contractor personnel replacement action. A replacement action is when any expected contractor employee is reassigned, removed, or exchanged with another unexpected or unassigned person. The Contractor shall notify NNSY KO and COR within two days after a contractor employee leaves and two weeks prior to arrival of replacement contractor employee.

The Contractor shall provide Code 900R with an updated Touch Labor Resource Management and Skills Tracker worksheet highlighting the changes in replaced/replacement employees.

Refer to CDRL A001.

3.13 Work Shifts: Contractor personnel shall work any of NNSY’s standard work shifts. NNSY’s normal eight-hour work shift hours are as follows: 1st 0720-1600 hours, 2nd 1530-2400 hours, and 3rd 2330-0740 hours with forty (40), thirty (30) and ten (10) minutes for lunch respectively. NNSY may adjust work shift hours to various timeframes to support shipyard workforce capabilities. Work shift hours may be adjusted to support shop/project workload. The COR will notify the contractor when a request for a change of contractor work shift is required.

NNSY may adjust work shifts in the summer to a 0620 hours start for first (1st) shift thus each shift begins one hour earlier. The required work shifts will be cited in the applicable Task Order or by contract modification.

3.13.1 Contractor employees may be assigned to different shifts and workweeks and are rotated or shifted to support the workload demands. The staffing at requested level for weekends is 100% and requests must be submitted by noon the Wednesday prior. Staffing at requested level for weekdays is 100%. Most employees are assigned to the first shift on a Monday through Friday work week. Contractor employees may be required to work first, second or third shift, weekends, early shifts, extended shifts and holidays.

In this event, the Contractor Supervisor will schedule contractor employees for overtime, it will be routed through Code 900R Touch Labor representative, COR and/or TPOC for concurrence.

3.14 Document Format: The Contractor shall provide required reports and documentation compatible with Windows NT Server 2003 & higher as the standard Network Operation System and MS Office 2010 Professional as the standard Office Software. The use of Web applications will also be required.

3.15 Approved Labor Category: No labor category, other than those appearing in the contract Bid Schedule, shall be invoiced unless the contract is modified to cover the additional labor category.

3.16 Security Clearance: For this contract all badged contractor personnel shall have a final clearance of “Secret” or higher level security clearance. Yellow Badge contractor personnel will be able to access the Controlled

Industrial Area (CIA) and Controlled Nuclear Information Areas (CNIA), but shall not access Nuclear Work Areas (NWA). Red badge personnel will access nuclear areas, nuclear information, nuclear equipment, Naval Nuclear Propulsion Information (NNPI), Confidential Restricted Data (CRD), and “No Foreign Nationals” NOFORN data and meetings.

3.17 Minimum Badging: The Contractor shall ensure all personnel meet eligibility requirements for an NNSY Red badge unless otherwise specified in the Task Order.

4.0 TECHNICAL CONFERENCES / REVIEW MEETINGS

4.1 Weekly Status Meeting: The Supervisor, Project Manager, and/or Program Manager shall attend weekly status meetings with NNSY COR and Code 900R, to discuss contract execution and performance. The Contractor shall provide updated Skills Tracker electronic file (See para. 3.4) to the COR and Code 900R prior to scheduled Weekly Meeting. Refer to CDRL A001.

4.1.1 The Contractor Supervisor(s) shall be available for informational meetings with the NNSY COR and Code 900R to discuss the direction, progress, results or issues that occur during the performance of each Task Order placed under this contract. Discussions may occur at a weekly rate.

4.2 Monthly Status Meetings: The Supervisor, Project Manager, and/or Program Manager shall participate in Monthly Status Meetings to review overall contract execution and performance. The Contractor shall provide Status Reports to the KO, COR and Code 900R prior to each scheduled Monthly Status Meeting. Refer to CDRL A004. The Status Reports will contain metrics (i.e., burn rate, Financial CDRL, labor category requested received, appropriate competency) and skills audit (i.e., skills gap analysis, training plans, hard to secure skills) that support the contract performance.

5.0 TRAINING

5.1 Contractor Provided Training: All contractor personnel shall complete all of the training cited in section C-5.1 prior to reporting to work under any Task Order awarded under this contract. The Contractor shall provide verification that each contractor employee performing work under this contract and each Task Order is qualified with regard to the requirements specified in Section C. Refer to CDRL A002.

5.1.10 Shipyard Mandatory Annual Training, the Shipyard Mandatory Annual Training material will be provided to the Contractor by the NNSY COR at contract award. Refer to CDRL A005. The Contractor shall administer the training material prior to onboarding. A Shipyard Mandatory Annual Training Sign- In Sheet shall be completed for each contractor employee prior to onboarding NNSY. The Sign-In Sheet shall be received by the NNSY COR by 12:00 p.m. on the Thursday before contractor employee onboarding.

5.2 NNSY Provided Orientation and Process Instruction: All contractor personnel performing work under this contract shall complete all of the training cited in section 5.2 as necessary. Contractor personnel shall have a limit of two attempts to achieve a passing grade. Contractor employees who do not pass NNSY Orientation, Process instruction “Block” training courses or skill validation will not be deemed qualified to perform under this contract, and will be returned to the contractor for disposition. Each no show or late attendance by the Contractor will count as a test failure.

6.2 Deliverables

6.2.1 Training Plan: The Contractor shall provide NNSY with a training plan for each labor category listed in section C-9.2 as part of the task order. Refer to CDRL A006. The training plan shall identify all of the qualifications associated with each trade skill and the requalification cycle. Training identified in section C-9.3 for each trade are minimum qualifications expected to be covered by the contractor’s training plan. The Training Plan should be delivered electronically in PDF format via e-mail to Code 900R and/or COR prior to the start of onsite work at NNSY.

6.2.1.1 The Training Plan is an outline that shall specify how the training will be delivered to ensure the competencies will be obtained. The Training Plan shall address the following items: time-frame for achieving the competencies; training to be undertaken for each labor category; assessment details that validate successful accomplishment of each required training listed in sections C-2.9, C-5.1 and C9.0;

name of the qualification to be issued, and any other specific requirements to be met in this contract.

6.2.2 Skills Tracker: The Contractor shall provide NNSY with an updated Touch Labor Resource Management and Skills Tracker weekly after Task Order award until 100% of required contractor employees are onboard. The Skills Tracker shall be provided to NNSY prior to contractor employees’ arrival to NNSY. Refer to CDRL A001. The Touch Labor Resource Management and Skills Tracker, an electronic template provided by NNSY at solicitation, should be delivered electronically via e-mail in Microsoft Excel format to Code 900R and/or COR.

6.2.3 Qualification Records: The Contractor shall provide NNSY with a certification of employee qualifications, both training and medical, stating employee is either currently qualified or will be qualified upon start date at NNSY. The Contractor shall submit the Certification of Qualification Records on company letterhead no less than two (2) weeks http://www.osha.gov/ http://www.osha.gov/ http://www.osha.gov/ http://www.osha.gov/ prior to onboarding at NNSY. Refer to CDRL A002. The certification of Qualification Records should be delivered electronically via e-mail to the Code 900 R and/or COR.

6.2.4 Security Status: The Contractor shall provide security clearance validation for contracted employees to NNSY no later than one (1) week prior to badging event. Refer to CDRL A001. The Security Clearance validation information shall be recorded on the Touch Labor Resource Management and Skills Tracker worksheet in the appropriate security column. The file containing the updated security column information, electronic template provided by Code 900R and/or Code 400 at time of award, should be delivered electronically via e-mail to the NNSY COR.

6.2.5 Attendance Reports: Attendance Reports: The Contractor shall provide NNSY with a Weekly Attendance Report containing the daily attendance / onboard count of all onboarded contractor employees. Refer to CDRL A003. The Attendance Reports shall be delivered electronically via e-mail in PDF format to the NNSY Designated Representative and/or COR daily and weekly.

6.2.5.1 The Weekly Attendance Report shall contain the contractor employee’s Name, Badge number, work location and Job Order charged for work each day.

6.2.6 Status Reports with Metrics: The Contractor shall provide Status Reports containing metrics that support the NNSY Touch Labor Program Monthly and Quarterly Status meetings. Refer to CDRL A004. The metrics should measure issues (i.e., bi-weekly burn rate, Financial CDRL, #labor category requested versus #received, appropriate competency) and skills audit (i.e., skills gap analysis, training plans, hard to secure skills) pertinent to contract execution and performance. The Contractor and NNSY Contracting Officer’s Representative will mutually agree upon measures to be analyzed.

The Status Reports should be delivered electronically via e-mail to the NNSY KO, Code 900R and/or COR at least one (1) business day prior to the scheduled Monthly and Quarterly Status meetings.

6.2.7 Key Personnel Resumes: The Contractor shall provide resumes of the employees “Key Personnel” which consists of Program Manager, Project Manager, and Supervisor as referenced in section 9.1.3. Refer to CDRL A007. The Key Personnel resumes for Program Manager and Project Manager only shall be included with the contractor’s IDIQ proposal. The Key Personnel resumes for Program Manager, Project Manager, and Supervisor will be required with the contractor’s subsequent task order proposal(s). Key Personnel resume qualifications can be found in section 9.1.3

6.2.8 Manning Forecast: The Contractor shall provide NNSY with a Manning Forecast each week after Task Order award until 100% manning rate is achieved. Refer to CDRL A008. The Manning Forecast shall identify how many qualified contractor personnel are available to onboard at time of scheduled start date. The Manning Forecast shall specify the quantity by labor category of when each contractor employee will be ready to onboard. The Manning Forecast shall indicate the percentage of Contractor Employees Available to Contractor Employees Requested. The Manning Forecast shall meet the onboarding timeline requirement defined at the Task Order. The Manning Forecast shall be delivered electronically in Microsoft Excel 2010 or higher format to Code 900R and/or COR weekly.

6.2.9 Shipyard Mandatory Annual Training Sign-In Sheet: The Contractor shall submit a completed Shipyard Mandatory Annual Training Sign-In Sheet for each contractor employee prior to onboarding. Refer to CDRL A005. The Shipyard Mandatory Annual Training Sign-In Sheet is a record that contains the contractor employee’s signature certifying that the contractor employee has reviewed all NNSY mandatory annual training. This training contains topics on information technology, security and safety.

The Shipyard Mandatory Annual Training Sign-In Sheet is valid for one (1) year after dated signature.

This training must be valid through the task order period of performance.

6.2.10 Fully Trained Employees: The Contractor shall deliver fully trained trade-specific competent employees to support ship/vessel repair and modernization efforts at NNSY.

The Contractor will deliver the employees in time to support this contract’s resultant task orders. The contractor employees must have appropriate security clearance badge, and complete skills proficiency as specified within this Contract and its resultant task orders.

7.0 NAVY INSTALLATIONS, SECURITY, BADGING AND ACCESS REQUIREMENTS

7.1 Clearance Level: At a minimum, all contractor personnel shall be United States citizens and shall possess a Department of Defense Personal Security Clearance at the Secret level for performance on this contract. Specific trade support requests submitted on the T/O will detail what level of clearance is required for the specific work to be performed. No award will be made to any offeror that does not possess a facility security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) at the Secret level (minimum). The security classification of this procurement is specified in the Contract Security Classification Specification Form, DD 254, attached hereto. The inability of the Contractor to obtain the required Facility Clearance (FCL) through DCSA will be cause for the contract to be subject to termination for failure to comply with a material requirement of the contract. The inability of a contractor employee to obtain and maintain a personal security clearance at a level required to be issued a NNSY badge as specified in the T/O will be cause for refusal of access to NNSY and/or other NAVSEA facilities in which work on this contract is being executed. The inability of a contractor employee to maintain a personal security clearance at a level required to be issued a NNSY badge as specified in the T/O will be cause for immediate dismissal from

NNSY.

7.2 DBIDS:

Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS), to improve management and force protection at Navy installations. DBIDS is standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Individuals currently using a Navy Commercial Access Control System (NCACS) credential for installation access are required to switch to a DBIDS credential. There are no fees incurred by the contractor, vendor, or supplier to obtain a DBIDS credential. Visiting vendors may obtain DBIDS for Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. The vendor shall obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials.

Credentials will be issued every three years and access privileges will be reviewed / renewed on an annual basis. Further information regarding DBIDS can be found under “Popular Links” at http://cnic.navy.mil/OM/dbids.html. The COR, acting as liaison between the contractor/subcontractor and C-1122 Industrial Security will submit a DD Form 254 “Contract Security Classification Specification” to NNSY Security Department Code 1122 for access requirement verification prior to arrival to NNSY for Red and Yellow NAVSEA badges only.

7.3 SECNAV 5512 and CVS. Contractors/subcontractors shall be supplied with a SECNAV 5512 by the COR/Sponsor. The SECNAV 5512 will be filled out completely by the individual contractor personnel requesting access to NNSY and returned to the COR/Sponsor. The COR/Sponsor shall complete the CVS spreadsheet and forward the CVS and the completed SECNAV 5512 forms to Commander Naval Region Mid Atlantic (CNRMA) for vetting utilizing the email address located at the top of the CVS spreadsheet. The NNSY CVS spreadsheet may be obtained at https://www.cnic.navy.mil/regions/cnrma/om/contractor_verification_system.html under the link titled “NNSY Visitor and Contractor CAC Form.” The Contractor must complete all cells in the Visit, Visitor and Sponsor Information columns for each employee. The sheet should be saved and submitted electronically via encrypted e-mail to cnic_cnrma_cvs@navy.mil (NNSY SMO Code: 001816) and Cc: NNSY Touch Labor DESIGNATED REPRESENTATIVE up to ninety (90) days but no later than ten (10) business days prior to entering the installation.

7.3.1 Visit Request: The Contractor shall provide visit requests and clearances for contractor personnel performing work on this contract and resulting Task Orders. The Contractor must check the Contractor Verification System within three (3) days prior to start of job for contractor employee’s clearance verification. Cleared contractor employees may report to NNSY Security / Pass Office Building 1502 to pick up appropriate color NAVSEA badge within 90 days of clearance but within five (5) days prior to arrival. The Contractor shall comply with all current badging and security procedures required to gain access to any Government site listed in this SOW.

7.3.2 DISS. Defense Information Security System (DISS): The Contractor shall visit https://www.dcsa.mil/is/diss/ to initiate the DISS visit request process for Controlled Industrial Area (CIA) access. DISS is the primary tool for the submission of official visit requests as well as clearance and access verifications and is used in conjunction with the CVS if a security badge is required for the work area; clearance will be verified through DISS. Only Secret security badge is required for the work area, the Contractor shall verify the employee has the proper clearance level listed in DISS prior to submission to avoid badge issuance delays. Further, the contractor Facility Security Officer is responsible to ensure each contractor employee has been granted the proper US Accesses in DISS (for example: Secret Clearance Level and/or Restricted Data).

7.4 Badging: Contractor employees shall require an individual NAVSEA identification badge, and may require additional badges i.e., CAC, to gain access to job sites. One day shipyard access badges do not meet proper badging requirements. In no case will a One Day badge be considered sufficient to meet the badging requirement under this contract.

7.4.1 Lack of proper identification badge(s) shall result in denial of access to the Naval Installation e.g. NNSY, and/or the ship, resulting in a delay at the Contractor's expense.

7.4.2 Contractor personnel are authorized to retain temporary badges until the badge expiration date or termination of employment. Upon badge expiration date, termination of employment, or completion of contract, the Contractor is required to immediately notify the KO, and/or COR and return all badges to the Security Dept.

7.4.3 Badges must be displayed on the outermost garment above the waist at all times.

The only exception would be while the contractor personnel is engaged in work which could cause a safety hazard if the badge were worn while performing the work.

7.4.4 Lost or misplaced badges shall be reported immediately to the Contractor’s Security Officer, or to the NNSY Security & Pass Office.
