About this file
This document is a Questions and Answers (Q&A) file for a Production Support Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation (RFP N4215825RS054) issued by Norfolk Naval Shipyard (NNSY). The solicitation is a 100% small business set-aside with a total contract ceiling of $114,021,616.15, covering various labor categories including marine trades like electricians, pipefitters, painters, machinists, and sheet metal mechanics. Key clarifications include: pricing will be determined at the task order level, past performance references are required, and the government increased page count limits for technical capability and past performance volumes from 25 to 35 and 30 pages respectively.
The Q&A document addresses numerous detailed points about proposal submission requirements, including confirmation that only Program and Project Manager resumes are required for the IDIQ proposal, subcontractor past performance definitions, evaluation factors, and administrative details. The contract will use a rolling admissions process for vendors, with no set limit on the number of contract holders. A major subcontractor is defined as completing 10% or more of the total contract value, and while the Service Contract Act (SCA) applies, specific wage determinations will be incorporated into individual task orders. The government will not extend the solicitation period and maintains its original evaluation approach focusing on technical capability and past performance.

QUESTIONS ANSWERS
Level of Effort Manning Table: (1) How many man-hours constitute one (1) full-time equivalent (FTE)?; and (2) Table is missing ELIN A113A, Marine Sheet Metal Mechanic (Inside) Shop.
(1) 900R 8 man hours per shift
(2) The Table in the section 9.2 pf the PWS was incorrect. There should only be one category for sheet metal and that is A113B Sheet Metal Mechanic Marine. PWS has been updated accordingly.
The twenty-five page (25) limit for Vol. II – Technical Capability is insufficient. Recommend removing the following from the pages count:
a. Key Personnel Resumes (Addendum to FAR 52.212-1 Final Rev 9- 4, Instructions to Offerors, Element 2: Manpower Resources and Capabilities, page 7)
b. Training plans for [Personal Fall Arrest System] PFAS, Confined/Enclosed Space, and Respirator programs (PWS 2.9.1.1.4, page 3)
c. Trade Training Plans, Training Records (Addendum to FAR 52.212-2 Final Rev, Evaluation, page 2)
d. Table of Contents
The government will not remove any evaluateion requirements or eleminate and elements from the page count however the government will increase the page counts as follows:
Volume II is increased from 25 pages to 35 pages.
Volume III is increased from 25 pages to 30 pages.
*Offerors are encouraged not to fill their proposals with unnecessary pictures and graphics. There is no advantage to using the maximum page count if it is not necessary to fulfill the minimum requirements of the RFP.
PRODUCTION SUPPORT MAC IDIQ
RFP N4215825RS054 BIDDER Q&A
In Section L.5.1, 1st paragraph requires the that the offeror “…shall submit one (1) Past Performance Reference for each major subcontractor. If no major subcontractors proposed, at least one
(1) Past Performance Reference shall be provided for the subcontractor performing the largest portion of subcontracted work under this effort.” As this is a multiple award task order contract (MATOC), it is not possible for the offeror to estimate the level of effort that any subcontractor will provide which is dependent on the quantity of and contents of RTOPs issued by NNSY. Recommend remove this requirement.
The government believes this reference was to Section 6.1 vice 5.1. This section has been revised to apply only If a contractor knows that it must employ major subcontractor support in a teaming capacity in order to meet the minimum contract requirement of an ability to provide all labor categories identified in Section 9.2-Labor Categories within the Performance Work Statement. There will however be a requirement for subcontractor past performance at the Task Order Level when the Level of effort is clearly identified.
Since this Solicitation is a small business set-aside, believe that CDRL A009, Small Business Subcontractor Report, is not required.
Please advise.
Due to the small Business set aside, the CDRL is required to ensure compliance with the Limitations of Subcontracting -CDRL has been ammended to reflect a more clear requirement for this.
Past Performance Questionnaire (Addendum to FAR 52.212-2 Final Rev, Instruction to Offerors, page 9). Many U.S. Navy agencies will not process Past Performance Questionnaires when Contractor Performance Assessment Reporting System (CPARS) evaluations are available. Accordingly, we recommend that the availability of CPARS reports be accepted as fulfilling the Past Performance Questionnaire requirement.
This will remain unchanged. Lack of a questionnaire being submitted is not an automatic unacceptable rating and CPARS can be pulled and reviewed reguardless IAW 52.212-2 Section 2.3 "other data bases".
Pg 26 of the solicitation FAR clause 52.222-42 indicates SCA Employee Class and specifies
| a. | Electricians 23160 |
| b. | Pipefitter 23790 |
| c. | Painter 23760 |
| d. | Machinist 23550 |
| e. | Forklift 21020 |
| f. | Rigger 23850 |
| g. | Sheetmetal 23890 |
Please indicate which SCA code should be used for remaining labor categories that qualify as SCA-covered positions.
The CLAUSE 52.222-42 Fill In section, only allows space for a limited number of "Occupation Code/ Titles to be included however the Wage Determination Applies to the entire requirement. Where the U.S.
DEPARTMENT OF LABOR Wage Determination document does not specifically include a loabor category from the manning Table, the statement at the top of the Wage Determination Applies. "The contractor must pay all covered workers at least $17.75 per hour (or the applicable wage rate listed on this wage determination, if it is higher...)
*It is important to note first of all that pricing is not required for this solicitation but will be proposed at the task order level. The Wage Detrmination is updated periodically and thus the current revision will be incorporated to each task order.
Addendum to FAR 52.212-1 REV-9 Document references in Table 1 and Table 2 the Past Performance Volume as Volume III. Table 3 references Past Performance Volume as Volume IV, as well as Section 6 “If the Offeror does not have a record......state this fact within the TOC of Volume IV”. Please confirm if Past Performance should be Volume III or Volume IV.
52.212-1 has been revised to confirm that Past performance is Volumne
III.
On the Past Performance Questionnaire, there are 6 potential Codes for Performance Level
| a. | Outstanding (is there no code for this?) |
| b. | Excellent (is this HA?) |
| c. | Satisfactory (is this A?) |
| d. | Marginal (assume this is the M) |
| e. | Unsatisfactory (assume this is the U) |
| f. | Not Applicable (assume this is the N) |
Please provide clarification on the correct codes and meaning of each code for the applicable Performance Level.
The Past Performance Questionnaire has been revised removing the ambiguous letter codes and replacing with the numbers corresponding to the Explaination of Codes section 2 of the Questionnaire.
Is a diploma or GED required for Fire Watch Tank Watch personnel? Yes. they can have either one.
This applies to any measuring devices assoiated with specific trade
Per the Rolling Admissions procedures, there will be potential for on-ramping and off-ramping of vendors.
Based on these procedures, does the Government intend to maintain a specific quantity of vendors throughout the IDIQ period of performance?
There is no limit on the number of contractors. The FAR requires an award to all qualified contractors when price is not evaluated at the base IDIQ level. It is more likely that the government would onboard additional contractors than off board existing. This would be at the governments discression.
Is it the Government’s intent to select a maximum number of vendors based on proposal responses received for the IDIQ RFP? If so, please provide the maximum number and detail how selection will be determined if all vendors are deemed acceptable in Factors 1 and 2.
There is no maximum on the number of contract holders for this MAC
IDIQ.
Regarding PWS Section 9.4.2, is the contractor required to provide pressurized water type fire extinguishers (#2 ½), CO2 fire extinguishers (#15), and Personal Fall Arrest System?
Fire extinguishers are provided by NNSY A clarifying statement has been added to this line in the PWS. Personal Fall Arrest System will be provided by the contractor.
If an employee fails proficiency twice, does the contractor have the option to substitute a different candidate immediately, or must we wait for a new validation cycle?
Yes, contractor employees can be substituted immediately but still will need to go thru Validation.
Please clarify if the unit price and amount for the tables included on pages 3 through 8 of the solicitation must be completed with the unit price and amount for each CLIN. If so, please state which Proposal Volume the completed table should be included. Please also confirm if unit prices must be proposed and if an award is issued, the unit prices for CLINs 0001–0045 will be the binding rates applied to all Task Orders issued during the five-year ordering period.
There is no pricing required for proposals in respons to this solicitation.
Pricing will be solicited at the task order level.
For PWS Section 2.8.1.1, please identify the hand tools the contractor is required to provide.
This applies to any tools assoiated with specific trade
For PWS Section 2.8.1.1.1, please identify the measuring device required by the contractor.
Will the government provide real-time updates to trade-specific onboarding/training availability?
If the training that is identified as required by NNSY changes, the contractors will get the update on that training.
In Table 1, ‘Technical Capability Elements,’ of the Evaluation Criteria, several evaluation items are identified that are not reflected in the Instructions to Offerors. For example, Element 1 requires detailed discussion of management and coordination activities (e.g., program structure and project management as well as planning, responsibility assignment, resource utilization, turnover mitigation, and performance monitoring). Element 2 requires submission of a Recruitment and Retention Plan, Formal Training Program, and subordinate training elements. These specific requirements were not identified in the Proposal Structure section of the Instructions. Will the Government clarify whether these items must be addressed within the established page limits?
Also, will the Government revise the solicitation to bring Section L and Section M into alignment, either by removing these additional evaluation requirements or by increasing the page limitations and/or exempting items such as resumes and training plans from the count?
The government has Revised Table 1 of 52.212-2 and Sections 5.2 and
5.3 of 52.212-1 in order to bring them into allignment.
For Outside Marine Machinists, is hands-on submarine system experience mandatory, or will surface ship experience in propulsion and auxiliary systems suffice if validated by testing?
Will need submarine experience if task order is for a submarine.
Can you confirm whether the Limitations on Subcontracting clause applies to this 100% Small Business Set-Aside solicitation?
Yes it does. The Contract will include a CDRL for a small business utilization report.
The solicitation requires offerors to provide Past Performance References for each “major subcontractor” (see Addendum to FAR 52.212-1). However, the solicitation does not define what constitutes a “major subcontractor.” Can the Government define the standard or threshold that will be applied to determine when a subcontractor is considered “major” (e.g., by percentage of subcontracted effort or dollar value)?
A major subcontractor is defined as any subcontractor completing 10% or more of the total contract (task order) value.
Is this solicitation a follow-on to the Production Support Touch Labor MAC IDIQ contract?
NNSY had a previous MAC IDIQ for production Support Services which expired on 30 September 2025. This however is a new, competative requirement and therefor does not meet the definition of a "follow-on" contract.
Will the Government provide proposal submission instructions and requirements?
Instructions are already included in the solicitation.
Will the Government provide evaluation factors that will be used in making award determinations?
Evaluation information is already included in the solicitation.
Is pricing for Level of Effort (LOE) labor categories required at the time of proposal submission?
• If yes, will the rates submitted be considered ceiling rates for subsequent Task Order competitions?
• If no, should offerors assume that labor pricing will be submitted at the Task Order level instead?
Is the Service Contract Act (SCA) applicable to labor pricing under this solicitation?
Pricing is not required at the IDIQ level. Pricing will be required with Task order level proposals.
Yes, SCA applies to this requirement, however pricing will be proposed at the task order level.
The incorrect solicitation number is included on Exhibit 2 Past Performance Questionnaire. Will a revised Exhibit 2 Past Performance Questionnaire be issued?
Past Performance Questionnaire has been revised to correct the solicitation Number.
Will the Government consider increasing the maximum amount for each order above $100,000?
Yes, the maximum aount for each order has been revised to NTE the ceiling value of the IDIQ ($114,021,616.15).
The task order process is not included in the solicitation.
In compliance with FAR 16.505(b), will an amendment be issued to add the task order process to Section G of the solicitation?
G-216-H003 Ordering Process for Multiple Award Contracts has been incorporated
Will the Government consider a two-week extension to allow adequate time for responses to submitted questions to be received and incorporated into final proposals, along with any revised forms?
At this time, the government does not intend to extend the solicitation period.
Addendum to FAR 52.212-2 states proposals will be evaluated under three factors, but only 2 factors, Technical Capability and Past Performance, are listed.
Does the Government intend to include a third factor, or will an amendment be issued to revise the Addendum to remove the reference to a third factor?
The governemtn has revised 52.212-2 to change referenc of three factors to the correct refernce of only two factors.
Clause G-242-H001 on page 20 of the solicitation is missing information for the government points of contact (POC). Will an amendment be issued to include the information for the Government POCs?
No, per the last line of Clause G-242-H001, POC information gets completed at contract award. In reference to section 6.3 of 52.212-1, language has been updated to remove reference of G-242-H001 and replace with "The questionnaire shall be provided to the customer POC with instructions to complete and submit it directly to the Contract Specialists identified in section 2.2 of this addendum, on or before the proposal due date."
Will the Government please confirm that for the IDIQ proposal submission requirements, only the Program Manager and Project Manager resumes are required to satisfy the requirements?
That is correct. Supervisors will be handled at the task order level.
Will the Government please confirm that letters of commitment for subcontractor’s providing past performance are excluded from page count?
No, however page count has been increased.
We respectfully inquire whether the Government would consider accepting current CPARS (Contractor Performance Assessment Reporting System) evaluations in place of Exhibit 2 Past performance Questionnaires, as obtaining completed questionnaires from Government personnel may be constrained by time limitations associated with the current proposal due date and Government Shut Down, and could involve redundant efforts, given the availability of CPARS data.
This will remain unchanged. Lack of a questionnaire being submitted is not an automatic unacceptable rating and CPARS can be pulled and reviewed by the evaluation team reguardless IAW 52.212-2 section 2.3 "other data bases".
Will the Government please confirm letters of commitment for Key Personnel are excluded from page count?
No, however page count has been increased.
Will the Government please confirm that Key Personnel resumes are excluded from page count?
No, however page count has been increased.
Will the Government consider revising the travel-eligible trades identified in paragraph 2.10 of the PWS to include the following labor categories?
| • | A107 — Shipfitter |
| • | A113/A113B — Sheetmetal |
| • | A105B — Painter/Sandblaster (C7 certified) |
| • | A114 — Woodcrafter/Plastic Fabricator |
As a firm fixed price contract, Contractors should factor any travel needed in their task order proposal pricing. There is no CLIN for travel there fore it would be factored into the fully burdened rate of the TO proposed pricing. Section 2.10 does not apply and has been removed from PWS.
Will the Government please confirm, offerors are not required to submit an OCI mitigation plan with their proposal submissions unless the offeror currently has potential OCI with the contract?
Confirmed.
