About this file

This is a Statement of Work (SOW) and procurement requirement packet for the purchase of one heavy-duty, all-weather, zero-emission electric forklift for US Army Garrison (USAG) Poland, Directorate of Public Works (DPW) Housing Division at Camp Kosciuszko, Poznan, Poland. The equipment is mission-critical for the Housing and Furniture Warehouse operations and must support the movement of household appliances, furniture, and housing maintenance materials in both indoor and outdoor environments subject to severe winter conditions including heavy snow, ice, and sub-zero temperatures.

The forklift must meet strict technical specifications including an 80V electric motor system with a minimum 700 Ah battery capacity (advanced lead-acid with Battery Filling System or lithium-ion equivalent), a minimum 2,500 kg load capacity at 500mm load center, and a triplex three-stage mast with a minimum 4,700 mm lifting height. Required features include standard 1,200 mm length forks, integrated hydraulic side shifter and fork positioner, automatic fork leveling, a fully enclosed factory-integrated all-weather cabin with heating, climate control, and ergonomic suspension seating. Safety requirements include active stability control, Operator Presence Sensing (OPS) system, PIN code or RFID access control, and a comprehensive LED lighting package with warning systems. The equipment must comply with European CE standards, Polish safety regulations, and Department of the Army safety standards. Supply chain security restrictions prohibit manufacturing in the People's Republic of China for equipment, components, and battery systems. The vendor must provide delivery, configuration, initial operational testing, a minimum 24-month or 2,000 operating hour warranty covering parts, labor, motors, and battery degradation, and maintain an authorized service network in Poland capable of on-site maintenance and emergency repairs at Camp Kosciuszko.
