About this file
This is a procurement information document from the University of Oregon's Purchasing and Contracting Services (PCS) for RFP 20252034, issued by the City of Eugene for Environmental, Planning, and Related Services at Eugene Airport. The City seeks a qualified firm to provide comprehensive on-call professional services including master plan development, terminal planning, forecast updates, landside and airside planning, Airport Layout Plan modifications, and environmental evaluations. A non-mandatory pre-proposal conference will be held virtually on February 12, 2025 at 11:00 AM PST. Final proposals are due on February 26, 2025 at 2:30 PM PST. The initial contract term is one year with potential renewals for up to four additional one-year terms, creating a maximum five-year contract period. Evaluation criteria total 110 possible points, distributed across Cover Letter (20 points), Relevant Experience of Overall Firm (35 points), Relevant Experience of Company and Related Team (30 points), and Capability and Availability (15 points), with optional interviews worth an additional 25 points.
The City has established a Disadvantaged Business Enterprise (DBE) goal of 6.46% to be accomplished through Race Conscious Means. Most projects will be partially funded by the Federal Aviation Administration (FAA), requiring strict compliance with FAA regulations. Eugene Airport currently serves 1.7 million passengers annually with nonstop service to 17 destinations through seven scheduled airlines plus charter and cargo operations. The Capital Improvement Plan indicates significant infrastructure investments over the next decade, including runway improvements, terminal expansions, and 22 major construction initiatives. While specific project budgets will be negotiated individually based on scope, at least one firm has already submitted a complete proposal demonstrating the competitive nature of this procurement. Complete descriptions, addenda, and documents are available on the UO PCS Business Opportunities page.
