About this file

This is a Procurement Code Exempt Contract Form report from October 2025 documenting monthly contracts exempt from Illinois Procurement Code (30 ILCS 500/1-10(b)) and State Fair Act (20 ILCS 210/7.1) requirements. The report lists 18 active contracts across multiple state departments, with contract terms varying from single months to multi-year periods. The majority of contracts (14 of 18) are classified as public announcements and education programming, with contract begin dates concentrated in October 2025 and end dates spanning through June 2030. Notable contracts include participation in trade shows (FIGAP Mexico and Institute of Food Technologists), a weapons detection system with technical support from GXC INC, and a 2025-2026 regulatory program with the Gypsy Moth-Slow-the-Spread Foundation. The remaining contracts consist of supplies for holiday boxes from multiple local vendors including food products, coffee, and household items, with individual contract values ranging from $2,525 to $10,050. One significant real estate lease with the Illinois Beef Association extends from October 2025 through June 2030.

Contract values range from $2,525.50 to $100,500, with total documented contract amounts exceeding $298,000. The majority of contracts utilize the Public Announcements exemption under Section 1-10(b)(23), which permits procurement of public education programming and awareness messaging through nonprofit trade associations. Two trade show contracts are exempted under Section 1-10(b)(14), while the weapons detection system contract qualifies for exemption under Section 1-10(b)(19) for assistive technology and reasonable accommodations. The holiday box supply contracts, issued between October 1 and October 6, 2025, represent purchases of local Illinois products including snack sticks, jams, coffee, soups, and specialty food items in quantities ranging from 505 to 3,015 units. No pricing terms, set-aside requirements, incumbent information, or funding source details are specified in the document.
