About this file
This is a bidder qualification form for Abandoned Mine Land (AML) reclamation projects funded under Section 40701 of the Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act, P.L. 117-58). The document establishes employment priority requirements for qualified bidders and outlines the documentation needed to demonstrate compliance with coal industry workforce provisions. Bidders must provide proof that at least two current employees are former coal mine employees, or commit to employing at least two former coal mine employees if awarded an AML reclamation project. The form requires bidders to list the mine name and attach supporting documentation for each declared former coal mine employee at the time of bid submission, with acceptable proof including United Mine Workers Union cards, former pay stubs, official letters or memos documenting mine work performance, and employment evaluations.
This form prioritizes bidders who employ or commit to employing workers from the coal industry, aligning with the Infrastructure Investment and Jobs Act's emphasis on supporting affected coal mining communities. Bidders must provide verifiable proof of employment history for all individuals claimed as former coal mine employees, and any such employees identified in the bid proposal must be utilized in the actual performance of the awarded reclamation project. The requirement ensures that AML reclamation projects funded through federal infrastructure legislation directly benefit displaced coal industry workers while advancing environmental remediation objectives.
