Ward Mine Reclamation Project Summary

This is a plan sheets document for the Ward Mine Reclamation Project (AML-IFrE-2514) in Franklin County, Illinois, prepared by the State of Illinois Department of Natural Resources, Office of Mines and Minerals Division of Abandoned Mined Lands Reclamation. The project encompasses the reclamation and remediation of two abandoned coal mine shafts (the Main Shaft and East Air Shaft) located near Benton, Illinois. The scope of work includes special clearing and excavation of mine refuse, directional boring and demolition of existing shaft structures, installation of rockfill and concrete caps over the shafts, construction of a new access road with asphalt paving, erosion control measures, seeding and restoration of disturbed areas, installation of mine opening markers, water service line installation, and repairs to haul route roadways. Key quantities include 5,500 tons of rockfill for each shaft, 47 cubic yards of Portland cement concrete cap for the Main Shaft and 24 cubic yards for the East Air Shaft, 1,050 linear feet of perimeter erosion barrier, 1.9 acres of seeding at the Main Shaft and 0.7 acres at the East Air Shaft, and approximately 826 square yards of pavement removal with 921 tons of hot-mix asphalt surface course and 116 tons of binder course for roadway repairs.

The project is funded by the United States Department of Interior Federal Office of Surface Mining through the Infrastructure Investment and Jobs Act Abandoned Mined Land Grant. Construction sequencing is mandated, with the East Air Shaft directional boring and demolition required to be performed prior to work on the Main Shaft. Contractors must visit the site prior to bidding and are responsible for all field engineering services, utility location and protection, and comprehensive safety precautions including monitoring of potentially hazardous gases (methane and other mine gases), use of multi-gas detectors, and implementation of fall prevention measures around shaft openings. The project includes specific application schedules for seeding, fertilizer nutrients, mulch, and mowing between August 2026 and May 2027, with agricultural ground limestone, nitrogen, phosphorous, and potassium fertilizers applied at specified rates. A pre-bid meeting is referenced in the solicitation documents. The engineer retains the right to adjust pay items and quantities based on actual field conditions encountered during construction.
