The project encompasses Phase 100 Study services to evaluate existing HVAC systems that have exceeded their service life, document findings in a comprehensive Study Report with recommendations and cost estimates, and Phases 300-700 covering design, bidding, and construction oversight. A mandatory pre-proposal meeting was held on October 5, 2026, with questions due October 14, 2026, and proposals due October 22, 2026, at 2:00 p.m. Eastern. The design contract award is anticipated in November 2026, with Phase 100 Report and design completion targeted for February 2027, construction contract award in March 2027, and construction commencement in April 2027. All contractor and vendor representatives attending the mandatory pre-bid walk-through must submit a Vendor/Contractor LEIN Request five business days prior to the meeting. Work will be performed at the Women's Huron Valley Correctional Facility, 3201 Bemis Road, Ypsilanti, Michigan.
Proposals must be submitted electronically through SIGMA VSS with total costs for all phases combined, with technical and cost proposals combined into a single attachment not exceeding 25 megabytes. The contract will be executed under DTMB's Sample Billable Rate Contract structure, with reimbursable expenses for sub-consultants, printing, postage, and project travel exceeding 100 miles. Deliverables include design submittals at 50% and 90% milestones with cost estimates, bi-weekly construction progress meetings (one virtual Teams meeting and one on-site per month), and all testing throughout construction. The scope includes a BASS Controls upgrade as a required component. Compliance with federal, state, and local codes administered by EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA is required. Applicable NIGP codes are 92531, 92533, 92567, and 92595. Questions should be directed to Sheryl Ananich at ananichs@michigan.gov.
