About this file
This is a Prime/Subcontractor Form for Volusia County, Florida, Invitation for Bid 26-B-63KO, requiring bidders to disclose all proposed subcontractors and their respective work assignments for the comprehensive irrigation system maintenance, repair, installation, and related services contract. Bidders must complete the form by identifying the prime contractor and all subcontractors, specifying the dollar value and percentage of work each entity will perform across relevant disciplines such as electrical, HVAC, plumbing, and landscaping services. The total bid amount submitted on this form must match the total bid price listed on the bid price sheet, and the sum of all percentages allocated to the prime contractor and subcontractors must equal 100 percent. The prime contractor bears full responsibility for ensuring all subcontractors maintain appropriate licenses, and any changes to subcontractor assignments during project execution require prior written approval from the County Project Manager. Bids are due electronically through the County's eProcurement Portal by April 9, 2026, at 3:00 p.m., with a non-mandatory solicitation opening scheduled for April 9, 2026, at 3:01 p.m. The successful contractor will be awarded an initial three-year term with options for two subsequent one-year renewals.
Pricing must be submitted as hourly labor rates for eight distinct categories covering regular hours in East and West Volusia regions, after-hours, weekend/holiday, and emergency response services within two hours, along with a fixed percentage discount off manufacturer list prices for parts and materials. The county does not allow any modification to the total submitted base bid pricing during subcontractor negotiations and reserves the right to seek clarification on proposed subcontractors. The contract is not subject to local preference provisions due to funding restrictions, and no set-aside designations for disadvantaged enterprises apply. Historical annual expenditures for irrigation services average $35,000 to $40,000, with higher usage during periods when CARES-funded airport projects are active. Payment will be remitted within twenty business days of invoice receipt, and price redeterminations are permitted once annually for documented increases in wages, fuel, or materials costs. Failure to complete and return this form may result in a non-responsive bid determination.
