About this file

This is a technical specifications document for the Prima Zone 4 Phase A Landfill Gas Collection and Control System (LFGCCS) Header Installation project, a design-bid-build (DBB) procurement by Orange County, California's Waste & Recycling Department. The project consists of trenching, installation of new HDPE header piping in various sizes (6" through 48"), associated valves and appurtenances, tie-ins to existing LFG infrastructure, backfilling, testing, and restoration of disturbed areas at the Prima Deshecha Landfill. The work includes multiple pay items for different pipe configurations (below grade through native soil, asphalt roads, and gravel operations roads), condensate sumps, butterfly header valves of varying sizes, concrete valve vaults, HDPE tees with blind flanges, miscellaneous fittings, and surface restoration including aggregate base, geotextile, and asphalt paving. The contractor must maintain compliance with all regulatory permits, avoid interrupting ongoing landfill operations, and coordinate with the Orange County Fire Authority regarding Service Request No. SR538415 for the Fire Protection Plan. A preconstruction meeting will be held to review specification requirements and construction sequencing, followed by weekly construction meetings throughout project execution. The contractor is required to submit an initial project schedule within fourteen calendar days of notice of award and cannot commence construction until the Notice to Proceed is issued.

Payment for work will be made on a unit price basis for linear footage items and on a per-each basis for equipment and fittings, with ten percent contract price retention until final project completion. The contract includes allowances for diesel fuel price adjustments based on weekly U.S. Energy Information Administration pricing with a $0.40 per gallon threshold, and an optional resin price adjustment for HDPE piping materials based on the Chemical Data Index rise/fall model. Mobilization costs shall not exceed seven percent of the total bid, with fifty percent paid upon initial billing upon equipment placement, forty percent paid uniformly on a monthly basis, and ten percent paid upon satisfactory removal of all facilities. The contractor is responsible for all bonds and insurance, temporary facilities including office trailers, material procurement and delivery, laydown area security, work quality assurance, field measurements, and coordination with the Construction Manager, CQA Monitor, and Inspector. All work must be performed in accordance with manufacturers' specifications, the 2024 Standard Specifications for Public Works Construction, applicable Caltrans standards, and Orange County Public Works standards, with the contractor bearing all costs for re-inspections resulting from incomplete or inaccurately installed work.
