About this file

This is a pricing proposal form for Invitation to Bid - Construction (ITB-C) #26-0046-ITB-C issued by Pinellas County Utilities for the Chesnut Park Managed Aquifer Recharge Well Drilling and Completion of Subsurface Testing project. The project involves drilling and completing a Class V injection well (MAR-1) to 1,250 feet below land surface and a shallow monitor well (MW-1) to 430 feet below land surface in the southern portion of John Chesnut Sr. Park. The MAR-1 well includes mobilization and demobilization of equipment, pit casing setup, pilot hole drilling to 1,250 feet using reverse-air techniques, reaming operations at various diameters, geophysical logging at multiple depths, installation of 42-inch, 32-inch, and 24-inch diameter carbon steel casing, grouting operations, coring samples, packer testing, pumping tests, injection tests, well development, and water sampling across multiple analytical lists. The MW-1 well includes similar mobilization activities, pilot hole drilling to 430 feet, 24-inch diameter reaming to 160 feet, installation of carbon steel and PVC casing, grouting, development, and optional packer testing. The mandatory site visit was scheduled for November 5, 2025, at 10:00 am, with questions due by November 7, 2025, and proposal submissions due November 13, 2025, at 3:00 pm. The contract duration is 540 consecutive calendar days including a 12-month guarantee period, and the award will be made to the lowest responsive, responsible bidder.

The pricing proposal requires bidders to submit unit costs and total prices for all line items across both wells. The project is co-funded by the Southwest Florida Water Management District (SWFWMD) and Pinellas County Utilities. A Small Business Enterprise (SBE) participation goal of 5% of the contract value has been established to provide opportunities for smaller contractors. Bidders must comply with E-Verify requirements and provide proof of employment authorization for workers hired after January 1, 2021. Insurance requirements mandate minimum coverage limits ranging from $500,000 to $1,000,000 per occurrence from responsible companies authorized to do business in Florida. Additional requirements include submission of a bonding letter, reference projects, and detailed corporate information demonstrating technical capability and financial stability. The project must adhere to all Florida Department of Environmental Protection (FDEP) regulations and comprehensive technical specifications outlined in the Scope of Work.
