Summary: Pre-Proposal Conference Document – Federal Worker Employee Loan Program – IT and Customer Support Services RFP
This document is a pre-proposal conference summary issued by the Maryland Department of Labor for the Federal Worker Employee Loan Program – IT and Customer Support Services RFP (eMMA #: BPM056866). The solicitation seeks to procure an individual management software solution to provide financial assistance to eligible current and former federal employees under the Protect Our Federal Workers Act of 2025. The pre-proposal conference was originally scheduled for May 20, 2026, at 2:00 p.m. and rescheduled for May 27, 2026. Thirty-three vendors attended the conference, including entities with Small Business Reserve (SBR), Minority Business Enterprise (MBE), and Veteran-Owned Small Business (VSBE) certifications. Written questions must be submitted by Friday, November 4, 2026, at 2:00 p.m. Local Time via eMMA or email to the Procurement Officer. Technical and financial proposals are due by Tuesday, November 17, 2026, at 2:00 p.m. Local Time, submitted exclusively through the eMaryland Marketplace Advantage (eMMA) e-procurement system. Proposals submitted late by any amount will not be accepted, and extension requests will not be granted under any circumstances. The vendor must provide an existing, fully-tested system that can be customized to state requirements, with implementation scheduled to be completed before April 1, 2027, allowing for system overlap with the current contract.
This solicitation is not designated as SBR-restricted but includes an MBE subcontracting goal of 17.4% and a VSBE goal of 10.6%. All MBE and VSBE subcontractors must be registered in Maryland through the Maryland Department of Transportation (MDOT) at the time of proposal submission and cannot be in pending status. MBE prime contractors may perform up to 50% of the MBE subcontracting goal, while VSBE firms may satisfy up to 100% of the VSBE requirement. Vendors must submit redacted versions of both technical and financial proposals separately, with financial proposals excluded from technical submissions. The anticipated application volume ranges from 3,000 to 5,000 applications during shutdowns, requiring customer support throughout the entire year for both emergency loans and repayment processes, with state staff engagement typically involving 20 to 30 individuals depending on volume. Total funding for both programs combined was approximately $2.5 million in the prior year; however, the document notes this is a loan program where repayments are expected and is identified as a state priority. The current merchant service provider is Truist Bank with Tesus as the processing network.

C. Please note; you should NOT rely on verbal communication or answers given today as a formal response from the State. I would like to stress to everyone today that when we get to the Q/A portion of this meeting that everyone who asks a question; should also submit that same question to the
Department in writing for clarity purposes.
D. Questions must be submitted in writing no later than Friday, November 4, at 2:00 P.M. Local
Time to the Procurement Officer via eMMA or email. Some potential offerors may not be in attendance here. Per Maryland’s Regulations, we cannot have Questions and Answers just addressed here and not shared with the other potential participants. That is why we require that any questions here be followed up in writing and sent to my attention via eMMA so we can officially answer your questions. E. Note: When amendments are made in eMMA, that round will close, and a new one will be opened.
