About this file

This is a Financial Proposal Form for Maryland's procurement of IT and customer support services to build and maintain a software solution providing financial assistance to eligible current and former federal employees under the Protect Our Federal Workers Act of 2025. The project encompasses five contract phases spanning from April 1, 2027, through March 31, 2032, consisting of a base year (April 1, 2027–March 31, 2028) and four option years. Bidders must submit staffing plans identifying two required key personnel by exact job title and other staff categories by general description, along with associated costs for each phase. The services include application software platform development, customer support services, project management, automation and engineering, and repayment software platform maintenance. The pricing structure incorporates volume-based scenarios addressing different shutdown frequencies, with adjustments for zero, one, or two shutdowns of 5,000 applications annually as detailed in the Scope of Work.

Pricing proposals must be submitted as firm fixed prices for each contract phase, with the calculated evaluated total not to exceed $2,900,000 across all five phases. Bidders must include costs for key personnel, other staff, materials, supplies, and additional direct costs such as customer support services, software services, and automation and engineering. The form requires bidders to provide their legal name, address, Federal Employer Identification Number (FEIN), eMMA number, Small Business Reserve (SBR) number, and contact information. The proposal form indicates MBE vendor status as an optional designation with associated certification number. Illustrative staffing amounts may be adjusted during contract performance based on Maryland Department of Labor requirements, though the firm fixed prices for each phase remain binding.
