About this file

This is a prevailing wage footnotes document issued by the Connecticut Department of Labor Wage and Workplace Standards Division, effective July 1, 2025, applicable to state and local contract opportunities within Connecticut, specifically the Town of Manchester's sludge tank rehabilitation project at the Hockanum River Water Pollution Control Facility. The document provides detailed benefit requirements for various skilled trades and construction occupations, including bricklayers, cement masons, concrete finishers, stone masons, dredging workers, elevator constructors, glaziers, power equipment operators, ironworkers, laborers in tunnel construction, roofers, sprinkler fitters, and truck drivers engaged in heavy, highway, and building construction work. These footnotes clarify mandatory paid holidays and vacation benefits that must be provided to workers on projects subject to prevailing wage requirements, with specific conditions and eligibility criteria for each occupation.

The footnotes establish paid holiday entitlements ranging from three to nine designated holidays depending on the occupation, with many holidays including conditions such as minimum service requirements, work day attendance before and after the holiday, or minimum number of work days during the holiday week. Vacation benefits are specified where applicable, including percentage-based accruals of straight-time rates or employer contributions to vacation pay credits based on length of service. These benefit provisions must be paid at the appropriate prevailing wage rate for each listed occupation and apply when the benefits section on the prevailing wage schedule includes corresponding letter references, ensuring that contractors bidding on Connecticut state and local projects maintain compliance with mandatory wage and benefit standards.
