Presolicitation Notice and Request for Information (Sources Sought)

BLDG 2412, Replace Hydronic Heating and Domestic Water Boilers

This notice is NOT a solicitation for offers. No offers will be considered or accepted in response to this notice. The information requested by the Request for Information (RFI) is for market research and acquisition planning only; responses are voluntary and will not be reimbursed.

Nothing in this notice shall be considered to have obligated the Government to any agreement or expenditure of appropriated funds.

The 366ᵗʰ Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Elmore County, Idaho, is seeking responsible contractors to compete via forthcoming Invitation for Bid (IFB) for a design-build project, to replace the hydronic heating and domestic water boilers in Bldg 2412, on Mountain Home Air Force Base. Work detail is disclosed below.

The purpose of the RFI is to gain knowledge of interest, capabilities, and qualifications of the Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone) Program, Service- Disabled Veteran-Owned Small Business (SDVOSB) Program, and Women-Owned Small Business (WOSB) Program. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The purpose of the presolicitation notice is to stimulate the interest of the greatest number of prospective bidders in advance of the IFB.

Presolicitation Notice

This is a Design-Build construction project for which the Contractor shall provide all labor, materials, equipment, supervision, and perform services in accordance with the project scope of work (SOW), construction specifications, and drawings. Building 2412, located at 430 Phantom Avenue, MHAFB, ID 83648, is a 140 room, three story dormitory with a basement utility room and mechanical chase utilidor. The 49,000 Sq Ft facility was constructed in 1999 and placed in service July of 2000. This requirement will include the following but is not limited to:

• Remove two (2) existing boilers

• Remove water heater and storage tank

• Remove hydronic loop circulator pumps

• Remove housekeeping pads for existing boilers and water heater

• Reconfigure layout of new equipment based on size of equipment and space to allow access for maintenance and serviceability

• Install two (2) gas fired boilers sized to handle 75% of load and an insulated hot water storage tank sized to match existing hot water storage tank along with interconnecting piping and circulator pumps, if needed, to provide complete working system

• Existing hot water circulation system shall be maintained, relocate the circulator pump if necessary

• Re-route hydronic water piping to/from boilers as appropriate for new boiler locations

• Provide new housekeeping pads for boilers and water storage tank

• Install combustion exhaust vent piping for new boilers and remove existing combustion piping not used in new layout

The estimated magnitude of the construction project is between $500,000 and $1,000,000.

The period of performance is 215 days from the Notice to Proceed (NTP).

The location of the work is Bldg 2412 on Mountain Home Air Force Base.

No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

Tentative dates are 15 July 2025, for issuing the IFB, and 22 August 2025 for the opening of bids.

Plans may be requested from the points of contact (POC) listed below for inspection without charge.

It is anticipated that award will be restricted to small businesses; the Government will determine if further set-aside to a Small Business Program is appropriate based on responses to the RFI.

The IFB documents will be provided without charge.

Sources Sought

The following information is requested from responsible, qualified construction firms in one (1) response and include the following information:

• Firm's name and SAM.gov Unique Entity ID (UEI), address, primary point of contact, phone number, and email address.

• Firm's expressed interest in bidding on FA489725B0009, QYZH 220038, Bldg 2412 Boilers (as described in the project scope above).

• Firm's statement describing its qualifications and capability to perform a contract of this magnitude and complexity, including any relevant technical experience.

• Firm's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones).

Interested Firms shall respond to this Sources Sought Synopsis via email no later than 3:00 p.m.
