Presolicitation Notice and Request for Information (Sources Sought)

BLDG 1788 Storm Drain Design and Redesign

This notice is NOT a solicitation for offers. No offers will be considered or accepted in response to this notice. The information requested by the Request for Information (RFI) is for market research and acquisition planning only; responses are voluntary and will not be reimbursed.

Nothing in this notice shall be considered to have obligated the Government to any agreement or expenditure of appropriated funds.

The 366ᵗʰ Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Elmore County, Idaho, is seeking responsible contractors to compete via forthcoming Invitation for Bid (IFB) for a design-build project, for the repair and redesign of the courtyard area of Bldg 1788, on Mountain Home Air Force Base. Work detail is disclosed below.

The purpose of the RFI is to gain knowledge of interest, capabilities, and qualifications of the Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone) Program, Service- Disabled Veteran-Owned Small Business (SDVOSB) Program, and Women-Owned Small Business (WOSB) Program. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The purpose of the presolicitation notice is to stimulate the interest of the greatest number of prospective bidders in advance of the IFB.

Presolicitation Notice

This is a Design-Build construction project for which the Contractor shall provide all labor, materials, equipment, supervision, and perform services in accordance with the project scope of work (SOW), construction specifications, and drawings. This requirement will include the following but is not limited to:

• Removal and replacement of door frames to allow construction access to courtyard.

• Protection of indoor spaces necessary for construction access to the courtyard.

• Demolish the existing interior courtyard concrete, tree wells, and storm inlet.

• Demolish approximately 50 SF of concrete sidewalk necessary to remove 35 LF of 6” storm drain outside of the courtyard.

• Install a new 6-foot outdoor floor trench drain in the courtyard.

• Replacement of reinforced concrete over crushed aggregate to provide positive drainage in courtyard to the new area drain.

• Replace 35 LF of 6” storm drain from cleanout to the outlet location with straight grade from cleanout to outlet curb cut.

• Replace two panels, approximately 50 SF concrete sidewalk.

• Installation of 10-foot gutter sections located above the two doorway access locations to the courtyard.

• Replace failed and/or missing joint sealant.

The disclosure of the magnitude of the construction project is between $250,000 and $500,000.

The period of performance is five (5) months from the Notice to Proceed (NTP).

The location of the work is the Bldg 1788 on Mountain Home Air Force Base.

The type of solicitation to be issued will be a Two-Step IFB. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

Tentative dates are April 3, 2025, for issuing the IFB, and May 6, 2025 for the opening of bids.

Plans may be requested from the points of contact (POC) listed below for inspection without charge.

The IFB will be publicly posted to SAM.gov and conducted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Requests for the IFB should be submitted to the points of contact below by May 5, 2025.

It is anticipated that award will be restricted to small businesses; the Government will determine if further set-aside to a Small Business Program is appropriate based on responses to the RFI.

The IFB documents will be provided without charge.

Sources Sought

The following information is requested from responsible, qualified construction firms in one (1) response and include the following information:

• Firm's name and SAM.gov Unique Entity ID (UEI), address, primary point of contact, phone number, and email address.

• Firm's expressed interest in bidding on FA489725B0005, QYZH 23-0009, Bldg 1788 Storm (as described in the project scope above).

• Firm's statement describing its qualifications and capability to perform a contract of this magnitude and complexity, including any relevant technical experience.

• Firm's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones

Interested Firms shall respond to this Sources Sought Synopsis via email no later than 3:00 p.m.
