About this file
This is a Presolicitation Notice for a federal contract opportunity issued by the Air Force Nuclear Weapons Center (AFNWC) on September 1, 2026.
The Air Force Nuclear Weapons Center seeks a four-month highly specialized technical feasibility study to validate whether a patented, high-efficiency magnetic field design can be adapted to manage and optimize complex physical system dynamics. The contract is valued between $25,000 and the Simplified Acquisition Threshold and will be awarded as a firm-fixed-price, noncommercial contract using simplified acquisition procedures under RFO Part 13. The anticipated award date is on or before September 30, 2026. This is a Total Small Business Set-Aside with NAICS Code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC Code AC13 (National Defense R&D Services). The contracting officers are Margaret Peterson (margaret.peterson.4@us.af.mil) and Gabrielle Dorsey (gabrielle.dorsey@us.af.mil), both located at AFNWC/NDKK, 1551 Wyoming Boulevard SE, Kirtland AFB, NM 87117.
The Government intends to award this contract to Forge Dynamics, LLC (301 E Pine Street, Suite 1400, Orlando, Florida 32801; CAGE: 1ZV00) on a single source basis. The justification for lack of competition cites the contractor's unique combination of technical expertise in localized high-gradient field modeling and exclusive licensing rights to the patented system architecture. Capability statements from other qualified small businesses will be considered if submitted via email to the points of contact by September 8, 2026. The formal solicitation, including the Statement of Objectives, will be provided directly to the intended source and to any competing vendors who submit capability statements.

01 September 2026 Subject: Presolicitation Notice - Advanced Field Modeling and Systems Optimization Feasibility Study (Single Source / Small Business Set-Aside)
Solicitation Number: FA2360-26-P-0001
Points of Contact:
Air Force Nuclear Weapons Center (AFNWC/NDKK) 1551 Wyoming Blvd SE Kirtland AFB, NM 87117
Margaret Peterson, Contracting Officer Email: margaret.peterson.4@us.af.mil Gabrielle Dorsey, Contracting Specialist gabrielle.dorsey@us.af.mil
Set-Asides:
This proposed contract action is a Total Small Business Set-Aside.
NAICS Code: 541715 - Research and Development in the Physical, Engineering, and Life Sciences
Product Service Code (PSC): AC13 - National Defense R&D Services; Department of Defense - Military; Experimental Development
Description of Requirement (RFO 5.101(c)(4)):
(i) Clear and concise description:
The Air Force Nuclear Weapons Center (AFNWC) intends to acquire a four-month highly specialized technical feasibility study to validate whether a patented, high-efficiency magnetic field design can be adapted to manage and optimize complex physical system dynamics.
(ii) Procedures and anticipated award date:
This proposed contract action is valued between $25,000 and the Simplified Acquisition Threshold (SAT). The Government intends to solicit and negotiate this requirement using the simplified procedures described in RFO Part 13, Simplified Acquisition Procedures for Noncommercial Acquisitions. The anticipated award date is on or before September 30, 2026.
(iv) Technical Data:
https://www.google.com/url?q=mailto%3Amargaret.peterson.4%40us.af.mil mailto:gabrielle.dorsey@us.af.mil
All necessary information to respond, including the Statement of Objectives (SOO), will be provided directly in the formal solicitation. No additional government-furnished technical data is required to submit a capability statement.
(vi) Consideration of responsible sources:
All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be submitted via email to the Points of Contact listed above no later than 08 September 2026.
(vii) Intended source and lack of competition:
The Government intends to solicit a firm-fixed-price, noncommercial contract on a single source basis to the following small business:
Forge Dynamics, LLC 301 E Pine ST STE 1400 Orlando, Florida 32801
CAGE: 1ZV00
Reason for Lack of Competition:
This acquisition is being conducted under other than full and open competition pursuant to RFO 13.101(b), as only one source is reasonably available.
The proposed effort is based on a research proposal demonstrating a unique and innovative concept, the substance of which is not otherwise available to the Federal Government. The intended contractor, Forge Dynamics, possesses the unique capability to provide the particular services required due to a highly specialized combination of technical expertise and exclusive licensing rights. Specifically, the firm pairs direct, novel experience in localized high-gradient field modeling with an exclusive option to license the foundational, patented system architecture. Because this feasibility study requires direct access to this proprietary design model to validate system stability under highly complex variables, Forge Dynamics is the only source reasonably available to fulfill the Government's requirement.
(viii) Qualification requirements:
There are no additional qualification requirements to be eligible for this award.
Notice: A formal solicitation will be provided directly to the intended source. Vendors who believe they are qualified small businesses and can meet this requirement may submit a detailed technical capability statement demonstrating their ability to perform the study.
Capability statements must be submitted via email to the Points of Contact listed above no later than 08 September 2026. This is not a solicitation.
