PRE-SOLICITATION NOTICE
Solicitation No. 19GE5025R0034
The Regional Procurement Support Office (RPSO) Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for:
Janitorial Services and Window Cleaning
U.S. Consulate General Barcelona, Spain
The solicitation may result in award of a firm-fixed price Indefinite Delivery/Indefinite Quantity contract in the third quarter of year 2025. It is anticipated that the contract will be of a base period of one (1) year with four (4) option years.
The scope of work requires the successful contractor to provide personnel, equipment, and all necessary resources for provision of janitorial services and window cleaning. Services shall be performed in all designated areas, including but not limited to halls, offices, restrooms, work areas, entryways, lobbies, storage areas, elevators, and stairways. The contract covers janitorial services and window cleaning for U.S. Government-owned or managed properties at the U.S. Consulate
General in Barcelona, as well as window and garage cleaning at the Consul General’s Residence
(CGR) in Barcelona.
The contract covers a one-year base period starting from the issuance of the Notice to Proceed, with four (4) one-year option periods. The performance period is set to commence on July 1, 2025.
The solicitation package is anticipated to be issued in February 2025 on SAM.gov with solicitation number 19GE5025R0034.

PROSPECTIVE OFFEROR’S CERTIFICATION:
By submitting proposal for this project, you are acknowledging that your company is able to reach compliance with the following requirement, which is included in the solicitation document:
➢ DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999)
In accordance with DOSAR 652.242-73, Authorization and Performance, it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Spain:
a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration.
b. Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and
c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.
You will be required to provide information that clearly shows you are able to perform work in
Spain. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.
Registration in the System for Award Management (SAM) database is mandatory to be considered for award. The registration must be in “active” status. Offerors may obtain information on registration and annual confirmation requirements at the help tab of www.sam.gov, and the Federal
Service Desk: www.fsd.gov. The FSD is a free technical support service desk for user assistance.
Solicitation and award will be subject to laws and regulations of the United States of America.
This requirement is being competitively processed through full and open competition procedures, and fulfillment is carried out utilizing Simplified Acquisition Procedures.
