Presolicitation Notice and Request for Information (Sources Sought)

Road Maintenance and Parking Surface

Geographical Location: Mountain Home Air Force Base

This notice is NOT a solicitation for offers. No offers will be considered or accepted in response to this notice. The information requested by the Request for Information (RFI) is for market research and acquisition planning only; responses are voluntary and will not be reimbursed.

Nothing in this notice shall be considered to have obligated the Government to any agreement or expenditure of appropriated funds.

The 366ᵗʰ Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Elmore County, Idaho, is seeking responsible contractors to compete via forthcoming Invitation for Bid (IFB) for a design-build project, for the maintenance of roads and parking surfaces, on Mountain Home Air Force Base. Work detail is disclosed below.

The purpose of the RFI is to gain knowledge of interest, capabilities, and qualifications of the Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone) Program, Service- Disabled Veteran-Owned Small Business (SDVOSB) Program, and Women-Owned Small Business (WOSB) Program. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The purpose of the presolicitation notice is to stimulate the interest of the greatest number of prospective bidders in advance of the IFB.

Presolicitation Notice

This is a Design-Build construction project for which the Contractor shall provide all labor, materials, equipment, supervision, and perform services in accordance with the project scope of work (SOW), construction specifications, and drawings. This requirement will include the following but is not limited to:

• The project is comprised of surface treatment of roads with Slurry Seal Type 2, crack cleaning and sealing, and new marking on treated roads to include lane separation lines, crosswalks, directional arrows, and parking lot markings.

• All marking will be placed as they were found.

• All cracks larger than .25 inches wide shall be repaired except for Falcon St. and will follow requirements for crack sealing specified in UFGS 32 01 17.61 Sealing Cracks in Asphalt Paving.

• All asphalt roads as indicated shall receive a Slurry Seal type 2 treatment. Slurry Seal shall be installed per the Internationals Slurry Seal Association specification ISSA A105 and UFC 3 250 03, Chapter 4.

• Prepare roadway surfaces in accordance with A105 including protection of manholes, railroad tracks, emergency barriers, spike strip, valve boxes, drop inlets and other service entrances and items from slurry seal.

• All markings (except for parking lots) shall be retroreflective as specified in UFGS 32 17 23 Pavement Markings to match existing markings.

• Obliteration of existing markings is not required. The intent is for markings to be placed after all slurry seal and crack seal operations have been completed on each road segment.

The disclosure of the magnitude of the construction project is between $500,000 and $1,000,000.

The period of performance is ninety (90) calendar days from the Notice to Proceed (NTP).

The location of the work is on Mountain Home Air Force Base.

The type of solicitation to be issued will be a Two-Step IFB. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

Tentative dates are July 1st, 2025, for issuing the IFB, and August 1st, 2025 for the opening of bids.

Plans may be requested from the points of contact (POC) listed below for inspection without charge.

The IFB will be publicly posted to SAM.gov and conducted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Requests for the IFB should be submitted to the points of contact below by July 31, 2025.

It is anticipated that award will be restricted to small businesses; the Government will determine if further set-aside to a Small Business Program is appropriate based on responses to the RFI.

The IFB documents will be provided without charge.

Sources Sought

The following information is requested from responsible, qualified construction firms in one (1) response and include the following information:

• Firm's name and SAM.gov Unique Entity ID (UEI), address, primary point of contact, phone number, and email address.

• Firm's expressed interest in bidding on FA489725B0007, QYZH 25-0016, Road Maintenance and Parking Surfaces (as described in the project scope above).

• Firm's statement describing its qualifications and capability to perform a contract of this magnitude and complexity, including any relevant technical experience.

• Firm's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones

Interested Firms shall respond to this Sources Sought Synopsis via email no later than 3:00 p.m.
