About this file
This document is a meeting agenda and notes for a pre-offer conference related to RFP S-63400-00007254 for Statewide Mobile Audiometric and Otoscopic Services for Agency Employees issued by the Oregon Parks and Recreation Department (OPRD). The RFP is seeking a contractor to provide annual hearing testing and earplug services for OPRD employees across approximately 35-36 locations statewide. The pre-offer conference reviewed the RFP schedule, including a Q&A period with responses expected on July 13, 2023, and the proposal requirements of submitting Attachments B-F along with up to 15 additional proposal pages. The scope of work includes OSHA-compliant annual testing, with opportunities for regionwide and districtwide testing during existing meetings.
The meeting notes indicate OPRD is open to subcontracted services as long as the contractor maintains consistent reporting and service levels. OPRD had a previous contractor for these services for 7-8 years but currently has no active contract. The RFP is an Intermediate Procurement, and Attachment A provides a sample contract for reference.

Robert Smith talks about Scope of Work:
OSHA Requirements- annual testing for OPRD employees.
OPRD had a Contractor for 7-8 years; no Contractor for these Services at this time.
OPRD has about 35-36 locations around state that have employees who need hearing tests.
OPRD is searching for reasonably-flexible organization that keeps OPRD needs in mind.
OPRD has remote areas with typical lower number of employees: Collier/Klamath Falls Area and coastal regions.
Testing Opportunities:
Regionwide: Every other year has regionwide meetings and can test during those times.
Districtwide: Some districts have districtwide meetings and test can be completed during those meetings.
Attendee Question:
We as organization have relationships with subcontractors providing the work.
Will OPRD accept the subcontractor’s licenses?
OPRD Answer:
As long as the service is provided legally and according to the Contract, OPRD is fine with subcontracted services.
Regardless, OPRD needs to see consistency in reporting, level of services, type of testing completed.
When an OPRD staff misses the mobile services; OPRD expects testing referrals for the same style of Contractor testing.
