About this file

This Notice to Prospective Offerors from the Western Federal Lands Highway Division outlines a highway reconstruction project in Bonner County, Idaho. The project involves reconstructing and paving Trestle Creek Road (US Forest Service Route 275) from Highway 200 to the Idaho Panhandle National Forest snowmobile parking lot, spanning approximately 3.7 miles. Key project specifications include creating a single-lane road with strategic turnouts, paving with asphalt to create an all-weather roadway, implementing drainage improvements through culvert replacements, performing limited stream bank restoration in coordination with the Idaho Department of Fish and Game, and enhancing roadside safety through improved signage and pavement markings.

The solicitation documents will be available during Fall/Winter 2025 and will be posted on SAM.gov. Prospective offerors are advised to view the project site as soon as possible, noting that access may be weather-dependent after November 25th. A special notice requires that all material sources must be certified as free from noxious weeds, with potential fall weed inspections necessary. Technical questions should be emailed to wfl.plansspec@dot.gov, and general questions can be directed to wfl.contracts@dot.gov or 360-619-7520. The solicitation number is 69056725R000015, and interested parties are encouraged to monitor SAM.gov for the exact release date.

The project will be advertised during a period when viewing of the project may not be possible due to snow. Therefore, prospective Offerors are encouraged to view the project as soon as possible during fall as conditions permit. After November 25th, access will be weather dependent; contact the Bonner County Public Works Department for current road conditions at https://www.bonnercountyid.gov/public-works or 208- 263-9469. No Federal Highway Administration personnel will be available for show-me tours.

Project Location and Type of Work - All project work is located in Bonner County, Idaho. The proposed project is along Trestle Creek Road (US Forest Service Route 275), beginning at the intersection of Highway 200 and ending at the Idaho Panhandle National Forest (IDPF) snowmobile parking lot at approximate MP 103.75 (approximately 3.7 miles). This project is located at approximate coordinates 48.28375 N, 48.302721 W.

The purpose of the project is to reconstruct and pave Trestle Creek Road to a single lane road with turnouts. Specifically;

• The roadway will be reconstructed to match the existing width and, in strategic locations where topography allows, the roadway will be widened to provide vehicle turnouts.

• The roadway will be paved with asphalt and configured with structure sufficient for an all-weather roadway to provide year-round access to the Kaniksu National Forest.

• Work includes paving, associated intersection improvements, strategic turnouts, drainage improvements, stream bank restoration, and roadside safety improvements.
