About this file

This document appears to be a set of preliminary concept plans for a state park entrance design project. The key goals include improving vehicle safety and traffic flow at the entrance, creating a one-way pull-off service area for visitors to access park information and facilities, and minimizing site disturbance by keeping existing structures in place. The design considerations focus on enhancing signage, integrating a bicycle lane, improving ADA compliance, maintaining viewsheds, and improving stormwater management.

The document outlines specific design elements such as realigning the inbound lane, adding a "fast lane" for quick access, redesigning the pull-off service area to improve access and parking, reducing the size of the island, and adding native plantings. The project aims to create a more efficient and user-friendly entrance experience for park visitors, staff, and deliveries, while also prioritizing environmental considerations and preserving the existing character of the park.

EXISTING N.ENTRANCE

Wilderness Dr. to Hwy 200

Design Goals as a Point of Entry, not a Destination + Improve vehicle safety during the winter at curves by realigning inbound (south) lane + Allow "fast lane" visitors, staff, and deliveries to bypass entrance without slowing using the realigned south lane + Create one-way pull-off into a service area for "efficient" and "first time" visitors to access permit payment options, information kiosk, and vault-toilet restrooms + Redesign pull-off service area to:

+ Improve access to park information and toilets with new structures + Provide parallel parking to accommodate a range of vehicle types + Remove need for pedestrians to cross vehicle travel lanes + Improve queuing of vehicles seeking day passes during events + Minimize site disturbance by keeping kiosk and restroom near existing locations + Shrink the size of the island and continue to restore native habitat + Add plantings outside highway clear zone to increase continuity with more heavily forested park entrances and roadways Design Considerations

- Improve signage north of the entrance to 1) replicate grandeur at other park entrances with monument sign (location TBD outside of highway ROW) and 2) notify visitors of "fast" lane and "pull-off" lane similar to toll stations and rest areas

- Integrate a bicycle lane along the outbound (north) lane of the highway to connect to regional bike trails while maintaining existing snowmobile route

- Improve ADA compliance

- Improve selective view sheds of the Mississippi River (no direct pedestrian access)

- Maintain outbound visitor access to pull-off kiosk and restrooms and allow inbound visitors to turn around if not entering the park

- Consider adding a well for seasonal handwashing and drinking fountain

- Improve storm water management
