Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600 or go to the Office of Equity in Procurement home page, at www.mn.gov/admin/oep.
SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.
This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE
Procurement Overview and Goals.
The Department of Natural Resources Division of Operations Services requires Phase 1 Landscape Architecture and Engineering services to perform all work necessary to prepare construction plans and specifications for the redevelopment of the north entrance at Itasca State Park.
Phase 2 Bidding and Construction Administration services will include bidding assistance and construction contract administration.
Note: Upon completion of the Phase I Landscape Architecture and Engineering Services, it is the State’s intent to request a proposal from the contractor and negotiate the fees for Phase 2 Bidding and Construction Administration Services with the Phase I contractor.
The North Entrance to Itasca State Park is located on North Entrance Drive (County Road 122) in Clearwater County, Minnesota, approximately three-quarter miles south of State Highway 200. It is unstaffed and welcomes approximately 200,000 of the 600,000+ total visitors to Itasca State Park annually, particularly those bound for the Mississippi Headwaters. It borders the fledgling Mississippi River and is included in the Mississippi Shoreland Management Zone. Because of its proximity to Itasca State Park, the site was initially developed as a resort around 1916 and included several cabins and other structures on both sides of the Mississippi River. The State acquired the land in the 1970s and converted it into the park’s North Entrance.
An important goal for redeveloping this entrance is creating an experience fitting the park’s status as an international destination in keeping with the historic grandeur of its East and South entrances. The redevelopment must elevate the North Entrance’s status an important point of entry into the park and its many destinations. It also needs to better accommodate a variety of users from staff, delivery drivers, and annual park permit holders who want to enter the park without stopping to visitors who need to pause at the entrance to purchase a daily permit, access park and orientation information, or use a restroom. Landscape design should reflect the surrounding context and palette of plants and materials found within the region.
The proposed North Entrance redevelopment scope extends beyond the existing site and spans the North Entrance Drive from State Highway 200 to Wilderness Drive. The consultant team is asked to develop a preliminary design concept prepared by the DNR that realigns the southbound lane North Entrance Drive with the existing northbound lane while retaining a designated North Entrance service area containing ADA-accessible parking for daily permit self-registration and access to a new information kiosk and two ADA-accessible vault toilets. Design includes traffic signage identifying travel routes for annual permits, daily permits, orientation, and restrooms. Roadway design must also address winter vehicle safety issues at both ends of the existing North Entrance. Finally, design must also look at the feasibility of adding a well and waste-water collection tank for a seasonal handwashing station and drinking fountain at the North Entrance, creating viewsheds to the Mississippi River, locating monumental State Park entrance signage near the State Highway 200 intersection, improving bicycle and snowmobile trail connections, and landscaping along North Entrance Drive to create a similar feeling to the more heavily forested roadways within the park’s boundaries. See Preliminary Concept Plans included in RFP for basis of design.
The North Entrance must remain open to visitors during construction. Traffic management planning is included in the project scope.
2. Scope of Work DNR staff will provide professional services for the design of the information kiosk(s) and any related technology requirements, ADA-accessible vault toilets, monument entrance sign, and other park-specific signage.
All other design required for the redevelopment of the North Entrance will be by the design consultant including:
· Coordination with the DNR on final siting of DNR-provided kiosk, vault toilets, and signage within the overall North Entrance site design and integration of DNR-provided design documents into the plan set.
· Coordination with Clearwater County on road design.
· Evaluation of the site, program criteria, and other existing planning documentation.
· Site/civil design and layout of North Entrance Drive modifications, the north entrance service area, and trail connections.
· Landscape design of new ADA accessible site access and parking, hardscaping, landscaping, and planting plans that meet the DNR plant material standards and guidelines. Design must complement and take inspiration from Itasca State Park and the site’s natural context.
· Engineering design for roadways, parking, and roadway signs that meet State Aid Rule 8820.9920 and crash standards.
· Engineering design for site utilities, stormwater management, seasonal well and potable water distribution, and vault toilets.
· Design in compliance with wetland and shoreland ordinances and DNR Minimum Impact Design Standards (MIDS) for stormwater management.
· Incorporate sustainable design strategies aligning with B3 “Site and Water” Guidelines.
· State Code analysis and cost estimating at 50% (Design Development) and 95% design (Construction Document) completion.
Parks and Trails (PAT) Division representatives, including designated Itasca State Park staff such as the park management team and natural resources specialist, will provide input throughout the design phases. Clearwater County will also be a stakeholder in this project as the north entrance is located on a county road, and the site falls within the County’s shoreland management zone along the Mississippi River.
The design consultant shall not assume the State will move forward with bidding and construction.
