KCAB seeks a qualified vendor to deploy a predictive maintenance solution utilizing wireless sensors and live analytics for 88 initial assets including air handling units (AHUs), chillers, pumps, motors, blowers, and bag handling system components. The solution must enable 24/7 condition monitoring, early anomaly detection, and actionable insights to reduce unplanned mechanical downtime and shift operations from reactive to planned maintenance methodology. The deadline for submitting questions is January 26, 2026 at 11:59 pm, with answers posted by January 29, 2026. Proposals must be submitted electronically through OpenGov by February 5, 2026 at 2:00 pm Eastern Time. Interviews are scheduled for the week of February 16, 2026, with anticipated board approval on March 23, 2026 and contract implementation on April 1, 2026. The contract term is three years with an option to renew for three additional one-year terms.
The successful contractor must maintain ownership of all sensor and communication hardware while providing comprehensive implementation, support, and maintenance services. Contractor responsibilities include on-site due diligence, solution design documentation, sensor installation, network configuration, integration with KCAB's HxGN asset management system, dashboard creation, training programs, bi-weekly business reviews, and ongoing technical support. Pricing must be submitted on a tiered basis showing cost per sensor per month for the initial 88 assets, scaling to 100, 200, and additional sensor quantities, with all maintenance and updates included. Evaluation criteria are weighted as follows: Experience of Firm (25 points), Scalability of Solution (25 points), Implementation Plan (20 points), Training and Support Model (15 points), and Pricing Model (15 points). The minimum qualifications require that the platform be wireless, operate independently of KCAB's network via secure wireless protocols, sensors have a minimum three-year battery life maintained by the contractor, and analytics interpretation be performed by live analysts. The contractor must provide a SOC-2 compliant platform compatible with Microsoft platforms including Entra ID for single sign-on, PowerBI, Microsoft Fabric, Teams, and Office 365, and demonstrate adherence to cybersecurity best practices with regular penetration testing and vulnerability assessments.

1.7. SCOPE OF SERVICES
1.7.1. Platform
The successful proposer ("Contractor") must evaluate and deploy a scalable sensor platform to support 88 initial assets of various types (AHU, Chiller, pumps, motors, blowers, bag handling components) ensuring all appropriate sensor data is collected and reported in real time to KCAB along with proposed corrective actions to return asset to acceptable operation conditions ("Platform").
KCAB anticipates scaling the Platform for additional assets of the same types and for additional types of assets (such as electrical and heat) in the future. Platform must be inherently flexible allowing for new features, modules, and integrations with minimal disruption and must seamlessly scale to support additional assets and additional asset types during the contract term.
Platform must enable continuous monitoring (vibration, temperature, bearing/gearbox/motor/driveshaft health).
Contractor will maintain ownership of all sensor and associated communication hardware and is responsible for maintenance.
Platform must operate independent of KCAB's network via secure wireless protocols to the central monitoring system.
Platform must include dashboards and report functions that are accessible to KCAB associates 24x7.
1.7.2. Implementation
Contractor must conduct on-site due diligence to collect required data on assets to be mapped to the
Platform.
Contractor must document and map CVG asset inventory to be included in the Platform, including asset photos, sensor installation photos, CVG item numbers and nomenclature.
Contractor must produce a Solution Design Document covering sensor BOM, placement, architecture, application configuration, data model, retention, archival, and design.
Contractor will install sensors on designated assets without disrupting operations; coordinate intrusive work windows with KCAB stakeholders.
Contractor must configure gateways and network connectivity per design.
Contractor must assess network architecture, connectivity options (ex. LTE/5G, Wi-Fi, Ethernet), and security controls required
Contractor must build a bridge to integrate selected notifications into KCAB's asset management solution, HxGN, specifically into the Work Order Requests which alert the KCAB maintenance teams. An email alert to the update status of monitored assets or an API based information transfer
(uni-directional, from monitoring to HxGN) is acceptable.
Contractor must create and commission data ingestion, data transmission, real-time dashboards, alarm workflows, and health indicators.
Contractor must configure alarm policies and acknowledgment workflows.
Contractor must set up cognitive maintenance reports, ad-hoc query capability, and CSV export.
1.7.3. Support and Maintenance
Contractor must provide live interpretation of sensor alerts history via dashboard as well as training on analysis data.
Provide historical trending and analytics by monitored asset.
Contractor must provide reliability engineering support to review failure mode findings, validate analytics and corrective actions.
Contractor must provide all support, maintenance, and updates as specified and conform to all service level requirements in the agreed upon Service Level Agreement. On-going system maintenance must include all updates and software new releases.
1.7.4. Bi-Weekly Business Reviews
Contractor must host at minimum a bi-weekly review meeting to discuss sensor data trends and suggested actions. Contractor is expected to maintain a mutual responsibility to proactively ensure
KCAB adequately and effectively utilities the features of the solution. Meeting cadence can be modified at later times depending on organizational needs.
1.7.5. Training
Contractor must provide a comprehensive training program for maintenance technicians, supervisors, and admins including but not limited to:
• Platform training prior to final acceptance of the solution
• Recurring training as part of on-going support
• Platform training following any upgrade to the platform
Contractor must provide detailed end user and administrator guides and standard documentation/feature documentation necessary for KCAB's use of the Platform and as-built documentation. Contractor must provide updates to the user guides and process documents to ensure the information is current and matches the Platform as used by KCAB. Contractor must provide these updated within 30 days of any change.
1.7.6. Testing and Acceptance
o Contractor and KCAB must develop, in writing, an implementation schedule for the performance of the Contractor’s services and delivery of the Platform on the date determined by KCAB (“Implementation Schedule”), together with a system acceptance test document describing the series of system tests necessary to demonstrate compliance with
KCAB’s Platform requirements (“Platform Acceptance Test Document”) o Contractor must notify KCAB when the Platform is ready to undergo acceptance tests. The
Platform acceptance tests must be conducted according to the Platform Acceptance Test
Document on a date determined by KCAB. Representatives of Contractor and KCAB must be present for the platform acceptance tests and each must sign off on the form provided as part of the test procedure whether each item of the test passed or failed. If the Platform does not fulfill the requirements of the Platform Acceptance Test Document, or otherwise conform to the contract requirements, as determined by KCAB, the Contractor must correct the defects at no additional cost to KCAB by the date determined by KCAB. On the specified date, Contractor must repeat the acceptance tests for the applicable part of the
Platform that failed. If Contractor has been provided two or more opportunities to correct the defect under the above-described procedure and the defect(s) still exists, as determined by KCAB, KCAB has the right to accept the functional part of the Platform and make an equitable adjustment in the contract price for the defect or reject the Platform entirely. The “Acceptance Date” means the date KCAB designates in writing to Contractor that it has accepted the System.

These presentations will provide an opportunity for the proposers to respond to questions posed by the Evaluation Committee and to clarify their proposals through exhibition and discussion. KCAB will not reimburse demonstration or presentation costs for any proposer.
Demonstration Testing - as part of the evaluation KCAB may elect and proposer is required to allow select KCAB users to access and use the proposed platform to review any proposed platform(s).
During this period, KCAB will use the proposed platform to ensure the platform is capable of meeting
KCAB’s day-to-day business needs. KCAB expects the platform to be fully functional with the minimum capabilities and any desired capabilities proposer stated are included within the platform. To ensure ample testing is completed, KCAB is requesting access for thirty (30) days at no cost to
