GENERAL OVERVIEW AND SCOPE OF REQUESTED WORK
SUPPLIES AND/OR SERVICES REQUIRED: The Illinois Department of Juvenile Justice requires a vendor who is certified and competent in conducting and formulating necessary Audits under the Prison Rape Elimination Act (PREA) at three different IDJJ youth offender facilities:
GOAL: The goal of this solicitation is to contract with a responsive and responsible vendor to conduct PREA certified audits of IDJJ facilities using the audit instruments posted by the PREA Resource Center for adult prisons and community confinement facilities including the mandated PREA Compliance Tools.
Objective 1: The Vendor is required to perform new PREA certified audits of 3 Illinois Youth Facilities (St. Charles, Perre Marquette, Chicago) and then focus on the remaining two facilities located in Harrisburg, IL and Naperville, IL) during the initial contract period. All pre-audits, audits, and post-audits must be completed before the end of the contract term. All facilities have received their annual PREA audit prior to their contract period.
Objective 2: The auditor(s) will work with staff and youth at each of the selected facilities to complete the objectives of the certified PREA audit. The auditor(s) will work within the audit standards to complete interviews, surveys and other research to summarize each facility’s progress toward becoming fully compliant with PREA.
Objective 3: The auditor(s) will report findings of the audit to the Department as well as any recommendations on resolving any areas of non-compliance. The auditor(s) shall present any and all findings to the department in writing.
All audit activities completed or performed by the certified auditor(s) shall be partially grant funded and follow all standards of the certified PREA audit as well as Illinois Department of Juvenile Justice rules and administrative directives.
AUDIT MODEL:
The audit process will be conducted in three phases, pre-audit, audit and post- audit. During the pre-audit phase, IDJJ’s PREA coordinator and each facility PREA compliance manager will participate in this process by completing required surveys and interviews, providing required documentation to the PREA auditor, and posting the required six week audit notice at each facility. During the audit phase, the auditor will review Administrative and Institutional Directives, tour each facility, and conduct interview with both staff and inmates. During the post audit phase, the auditor will review collected information and documentation, determine the level of compliance with each standard, and provide each facility with an auditor report. If corrective action plan is necessary, the auditor will present those findings to the facility, and those facilities will take action to ensure compliance with PREA standards. Once the corrective action is completed, the auditor will prepare the final report.
SECURITY:
Contractor and its personnel shall be subject to and shall comply with all security regulations and procedures of the Department of Juvenile Justice.
Violation of these regulations may result in the employee being denied access to the facility.
IDJJ will provide security for the Contractor’s employees and agents consistent with the security provided for IDJJ employees.
All travel and per diem costs needed to fulfill the terms and services of this contract are the responsibility of the contractor and may be factored in to the overall cost.
The schedule for the certified PREA audits and identification of facilities to be audited will be determined by the IDJJ management or the IDJJ PREA coordinator at the execution of the contract. Adjustments may be made to this schedule at the discretion of the IDJJ PREA coordinator at any time.
IDJJ reserves the right to request PREA Audit Services for any future facilities that may be opened or utilized during the contract period.
SERVICES:
Only certified PREA Auditor(s) will perform the PREA audits for all facilities.
Time needed to conduct a PREA Audit will vary based on a variety of factors including facility size, agency readiness, and record keeping. PREA Auditors should anticipate that an audit for a medium-sized facility will take at least five working days, including approximately three days of work at the facility touring the physical plant; interviewing staff, contractors, and volunteers; interviewing inmates/detainees/residents; and reviewing facility records. Facilities will be required to post a notice of the audit in each housing unit of the facility to be audited. This notice should be in place six weeks prior to the audit, and must include an address at which the auditor can receive confidential correspondence prior to the onsite audit activities and through the issuance of the final report. This address can be a “PO Box. If the PREA Auditor determines that the facility “Does not meet Standard” with respect to any standard provision, the auditor and the agency will jointly develop a corrective action plan. Within 180 days, the auditor is required to verify implementation of the corrective action plan, issue a final determination, and complete a final PREA audit report. If no corrective action plan is required, the auditor will provide a final report at the end of the PREA audit. Agencies are required to post their PREA Audit Final Reports on their Agency web site.
REPORTS:
Vendor shall provide a report to the Department that includes the findings of the certified auditor and any recommendations for bringing the audited facility into compliance.
Vendor shall submit a final report of the certified audit to the Department upon its completion.
MISC:
Auditing Schedules/Timeframes will be determined by IDJJ management and the IDJJ PREA Coordinator at execution of contract.
