About this file
This is a pre-solicitation notice for MILCON P1062, a Design-Bid-Build project for Dry Dock 3 Modernization at Norfolk Naval Shipyard in Portsmouth, Virginia, under the Shipyard Infrastructure Optimization Program (SIOP). The project involves major construction components including rebuilding caisson seats, refurbishing dock floor and walls, constructing a wet well and pump house, rerouting utilities, and replacing rail systems. Key work includes installing a temporary cofferdam with steel pipe pile walls supporting 40 feet of water, reconstructing dock floors and walls with reinforced concrete after removing existing granite blocks, and selective demolition of the existing pumpwell.
The solicitation (N62470-24-R-0062) will be issued by NAVFAC Atlantic on or after February 28, 2025, as an unrestricted competition using best value trade-off evaluation. The project's magnitude exceeds $500 million with a performance period of 1,825 calendar days. The NAICS code is 237990 with a size standard of $45 million. Contract award is anticipated in Q1 FY26. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for performing construction services for Military Construction Project (MILCON) P1062 Design-Bid- Build, Dry Dock 3 Modernization at Norfolk Naval Shipyard, Portsmouth, Virginia. This MILCON falls under the Shipyard Infrastructure Optimization Program (SIOP).
PROJECT DESCRIPTION:
This project will include the following major components: rebuilding the caisson seats with deep foundations, refurbishing the dock floor and walls, pinning the concrete floor, constructing a wet well and pump house to replace the existing pumpwell, rerouting all utilities into a new utility trench around the dock perimeter, and replacing the dry dock’s surrounding rail systems.
1. Cofferdam: A temporary cofferdam at the entrance to Dry Dock 3 will be constructed to allow the contractor to perform demolition and construction under dry working conditions.
The cofferdam consists of a continuous steel pipe pile wall (SPP Wall) driven side-by-side to form a continuous wall. The wall will support approximately 40 feet of water on the riverside.
The cofferdam will be constructed approximately 8 feet east of the dry dock entrance (in the river), beyond the existing timber pile supported apron. In the space between the dry dock entrance and the cofferdam, riverbed soils will be dredged and replaced with a tremie concrete slab to seal off upward water flow. In addition, composite sheet pile/concrete closure walls will be constructed on either side of the dock entrance, connecting the SPP Wall to the dock proper and therefore closing off the entrance.
2. Dry Dock: The floors and walls of the dry dock will be reconstructed by initially removing all the dry dock’s existing granite blocks (ranging from 15 inches thick along the floor and up to 50 inches thick along the altars) and a minimum of 12 inches of existing concrete beneath the granite. The coping/floodwall elevation will be the entrance, will have a tie-down system to resist increased uplift demands due to higher flood events.
The dry dock’s walls and floor will be reconstructed with reinforced concrete to provide improved capacity accommodating the increased “superflood” load condition and reestablishing the 2009 FCR design blocking loads.
3. Wet Well: Selective demolition of the existing below grade Pumpwell is required to accommodate the discharge piping for the Wet Well and Pump House. This includes the removal of the existing ladders, catwalks, platforms, stairs, concrete walls/slabs and fiberglass grating as required by structural work.
The completed time for this contract is 1825 calendar days after award.
This solicitation is being advertised as "Unrestricted" for full and open competition. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990, Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000.
In accordance with DFARS 236.204(v), the magnitude of construction for this project is over $500,000,000.
This office anticipates award of a contract for these services the first quarter of FY26.
The Sources Sought Notice was published to Contract Opportunities on SAM.gov on 7 March 2024 with a response due date of 20 March 2024. It was reopened on 17 May 2024 with a response date of 1 August 2024 to run concurrently with an industry feedback announcement that contained two parts. The intent of the Sources Sought Notice was to seek eligible small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small, disadvantaged business (including 8(a) participants), and women-owned small business concerns interested in performing the requirements of this solicitation. Part one of industry day, on 25 June 2024, included project introduction and overview. Attendance was virtual and open to the general public. Approximately 90 attendees registered for that meeting. Attendance included large businesses, small businesses, 8(a) certified small businesses, Historically Underutilized Business Zones (HUBZone) small businesses, Economically Disadvantaged Women-Owned Small Businesses (EDWOB, Women-Owned Small Businesses (WOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), and Disadvantaged Small Businesses. Contractors were asked to register for part one of industry day and to indicate whether their company would be interested in pursuing the project as a prime contractor or a subcontractor.
Additionally, interested parties were asked to indicate whether they were interested in participating in part two of industry day. No small businesses expressed interest in performing this project as a prime, nor, did they express interest in attending part two of industry day. On 24 June 2024, industry was provided with the pre-final specifications and drawings via the industry day announcement.
Industry was invited to provide feedback to the pre-final documents that were released. Feedback was required to be submitted by 15 July 2024. No small businesses participated by providing feedback. As a result of all the market research efforts detailed above, only one (1) Self-Certified Small Disadvantaged Business/Women-Owned Small Business responded. Based on the market research conducted for this procurement, there is not a reasonable expectation that two or more capable small businesses will propose on this requirement. Successful award and completion of the requirements can be achieved by soliciting this contract as full and open competition.
The NAVFAC LANT Deputy for Small Business approved the DD2579, Small Business Coordination Record, recommending full and open competition on 18 October 2024. The Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation on 24 October 2024.
