About this file
This document is a pre-bid presentation slide deck for a janitorial services solicitation issued by the Maryland Department of General Services (DGS) for the Maryland Department of Natural Resources (DNR) at Sandy Point State Park. The solicitation is for daily cleaning and monitoring services in the seven (7) bathroom and restroom facilities at the park, which sees over one million visitors annually. The contract will be awarded to the responsible bidder who submits the lowest responsive bid and meets the minimum qualifications. The contract will run for a seasonal period from May through September, with seven-day-per-week coverage and required staffing levels on weekends and holidays. Prospective bidders must register in eMMA, the state's e-procurement system, to access the solicitation and submit bids by the January 27th deadline.
The solicitation specifies that this will be a Tier 1 Living Wage contract, with the current living wage rate of $15.13 per hour and scheduled minimum wage increases over the contract term. Bidders must account for projected labor and overhead cost increases in their pricing. The State will provide certain cleaning supplies, but bidders must purchase additional products through BISM, the state's contract supplier, to the extent they are available. Environmentally preferable purchasing requirements also apply.
