About this file
This document is an amendment to the Invitation for Bids (IFB) for Janitorial Services at Sandy Point State Park, a state park located in Annapolis, Maryland. The amendment was issued by the Maryland Department of General Services (DGS) on January 24, 2023 and clarifies, adds to, deletes, corrects, and changes the original bid documents. The amendment summarizes the pre-bid conference held on January 11, 2023, which was attended by six potential bidders. The amendment extends the bid due date from Wednesday, January 25, 2023 to Friday, January 27, 2023 at 4:00 p.m. local time and provides clarification on invoice submission. The contract is for one season of janitorial and monitoring services at the five restrooms and two bathhouse facilities located at Sandy Point State Park, which receives over one million visitors annually.
The previous contract for these services was awarded for $185,000 and was held by Brightside Services LLC. The contract does not require any bid, performance, or payment bonds, but does require a fidelity bond. Contractor employees will need to pass background checks and wear identifying uniforms or badges. Cleaning supplies must be purchased from BISM to the extent they are available, and the State will provide some but not all cleaning products.

PRE-BID CONFERENCE MINUTES
The Pre-Bid Conference on January 11, 2023 began at approximately 10:05 a.m.
Leading the conference was Charles Bailey, Procurement Officer from the Department of General Services (DGS). Also in attendance from the Department of Natural Resources (DNR) was Michael Conaway and James Lombardo.
Mr. Bailey reviewed the Information to Bidders, eMaryland Marketplace Advantage (eMMA) bid procedures, and highlighted the Invitation for Bids (IFB). Mr. Bailey summarized the requirements for submitting a bid and doing business with the State of Maryland and encouraged bidders not to wait until the deadline to submit their bids, as late bids cannot be accepted. Mr. Bailey explained that each amendment in eMMA creates a new round, and that bids must be submitted in the final round before the bid closes so to show that all vendors have been acknowledged. Mr. Bailey also summarized the scope of work, and reviewed deadlines for the procurement.
Questions from the attendees are summarized below.
Six (6) potential bidders were present at the pre-bid conference. Please see the attached Attendance Sheet.
