About this file

This document is a Pre-Bid Conference presentation for RFQQ 2024-0911 Stormwater Testing Services, issued by the Washington State Department of Transportation (WSDOT). The procurement seeks to obtain scientifically credible data representing discharges from WSDOT's various land uses to inform the agency's stormwater management strategies and its Highway Runoff Manual. The contract will be awarded to the highest scoring bidder based on successful contract negotiations. The initial term is through June 30, 2025, with WSDOT's option to renew for six additional one-year terms.

The bid evaluation will consider certification as a Washington Small Business (10 points) or Veteran-owned business (10 points), as well as the bidder not requiring employees to sign mandatory individual arbitration clauses or class/collective action waivers (10 points). Bidders must submit their bids by October 28, 2024, and the Apparent Successful Bidder will be announced no sooner than November 27, 2024. The presentation also outlines the complaint, debriefing, and protest processes for this procurement.
