About this file

The provided document is Exhibit C - Bid Price for Competitive Solicitation No. RFQQ-2024 0911 issued by the Washington State Department of Transportation (WSDOT). The solicitation is for stormwater testing services across multiple jurisdictions in Washington, including Fort Lewis CDP, King County, North Fort Lewis CDP, Lewis County, Mason County, Thurston County, Pierce County, Kingston CDP, and Lewisville CDP. The document outlines the required testing parameters, anticipated sample quantities, and instructions for bidders to complete the pricing tables. Bidders must provide pricing for general chemistry, metals, organics, and miscellaneous services with options for expedited turnaround times and data package levels. The contract term is not explicitly stated, but the pricing exercise covers a 6-year period.

The pricing tables include unit costs per sample for various analytical tests, as well as charges for supplementary services such as data deliverable surcharges, courier fees, and equipment cleaning. Bidders must also provide pricing for certified contaminant-free blank water and disposable sampling equipment. The solicitation does not mention any set-asides, incumbents, or specific funding sources, but emphasizes the need for WSDOT-accredited laboratories to perform the required analyses.

Competitive Solicitation No: RFQQ – 2024 0911

EXHIBIT C –BID PRICE

BIDDER:

Instructions:

1. Bidder must complete all columns in table below.

2. Any assumptions and variances should be clearly stated. Vendors are encouraged to combine analyses together to save costs. For example, PAHs and phthalates may be combined (instructions are included in the footnotes of the price schedule tables).

3. Base pricing on a Level 2b data package and identify applicable surcharges for Level 3+4 data package deliverables. Data packages should contain at a minimum all the required information as defined in Appendix C for each level.

4. For analytical services provided, laboratory quality control (QC) analyses (i.e., laboratory blanks, laboratory duplicate, matrix spike/matrix spike duplicate, laboratory control sample/laboratory control sample duplicate, and standard reference material) and dilution analyses as a result of sample matrix effects are considered mandatory and are not chargeable as individual samples. When provided adequate sample volume, laboratory duplicates, matrix spikes, and matrix spike duplicates are to be performed on WSDOT samples as applicable for the method.

5. Field QC samples, such as field duplicates, field replicates, and equipment rinsate blanks, are chargeable as individual samples.

6. All sample bottles/containers, packing/shipping materials, and shipment of these supplies to WSDOT are considered part of the analytical cost and are not chargeable as separate items.

7. Prices are based on a turnaround time (TAT) of 15 business days. Identify applicable percent surcharge for 48-hour and five-business-day expedited TAT.

8. Laboratory-grade sampling equipment cleaning prices, including:

9. Hourly rate, billed in fifteen (15) minute increments at the same rate, no matter when those hours are worked;

a. Minimum charge for small batches;

b. Cost for expedited cleaning services; and

c. Cost for delivery to a drop-off location or laboratory near the major State Route (see Section 6.2.3.1) or shipping to WSDOT in Tumwater, WA 98512.

10. Include price information for the following miscellaneous services (if included in the per sample price, submit a $0 price):

a. Prices for sample pick-up are per pick-up. Please provide courier pricing for the following locations:

i. A drop-off location at a WSDOT facility, location to be determined after contract award, near the major State Route near Tumwater; and

ii. A laboratory- or Vendor-maintained drop-off location near the major State Route. Must be able to drop-off samples after hours.

b. Certified contaminant-free blank water for use during field QC.

c. Disposable sampling equipment such as orthophosphate and metals filters (e.g., pre-cleaned Nalgene 0.45-micron filters).

d. Work billed at an hourly rate. All actual hours will be billed in fifteen (15) minute increments in arrears at the same rate, no matter when those hours are worked. Examples of work that may be billed hourly:

i. Senior chemist consulting services

ii. Overtime or services conducted outside of normal business hours

Columns left blank may be deemed nonresponsive and will not continue further in the process.
