About this file
This is a Pre-Bid Request for Information (RFI) Log for the renovation of Catholic Chapel B119, documenting 84 questions submitted by potential bidders and the corresponding government responses. The document addresses technical specifications, project scope clarifications, and administrative requirements across multiple disciplines.
The project involves comprehensive renovations including mechanical systems (HVAC units, piping, controls), electrical work (panels, fire alarm, telecommunications), roofing, flooring with asbestos abatement coordination, masonry cleaning, architectural modifications, and audiovisual equipment installation. Key operational requirements include AHU and condensing unit specifications (all 5-ton models at 14.3 SEER, 3-phase), hydrostatic testing for plumbing (X-ray not required), mechanical contractor coordination responsibility, and work restrictions to administrative hours (8:00 AM–4:30 PM, Monday–Friday). The chapel building is on the National Register of Historic Places and designated as a National Landmark; Section 106 review has been completed with a determination of no adverse effect. The project is set aside for Service-Disabled Veteran-Owned Small Businesses, requires wage determination compliance, does not require commissioning or ICRA, and the building will remain unoccupied during construction. Critical documentation requirements include SF 1442 original and one copy submission (no electronic bids accepted), Representations and Certifications completion, and coordination with the VA Electronics Shop and EHRM project regarding existing systems. The contractor must address asbestos and lead paint abatement coordination with Terracon, provide temporary heating/cooling as needed, maintain fire watch during hot work, and coordinate all mechanical design drawings with subcontractors.
