About this file
This is a Justification and Approval (J&A) document for other than full and open competition filed by the Department of Veterans Affairs, NCO 10, Dayton VA Medical Center.
The acquisition concerns the requirement to use Edwards System Technology EST3X fire alarm control units with voice communications panels for the renovation of the Catholic Chapel Building 119 at the Dayton VAMC, referenced in Division 28, 28 31 00 for Project #552-22-201. The existing fire alarm system will be modified and re-integrated to connect additional devices while maintaining proper fire protection measures. The contracting activity invokes the sole source authority under 41 USC §3304(a)(1), citing that Edwards System Technology has proprietary communication protocols designed exclusively for use with other Edwards products. EST3X panels are already deployed throughout the DVAMC campus, and alternative manufacturers' panels are incompatible with the existing fire protection network. The document notes that while multiple manufacturers can provide compatible devices such as sirens and visual alarms, addressable devices including smoke detectors, heat detectors, and pull stations must be provided by the original equipment manufacturer. No market research was conducted due to system compatibility constraints, and no competing sources expressed interest in the acquisition. The CO determined the anticipated cost will be fair and reasonable based on commercial marketplace pricing. The justification was certified by Gregory Hopper, Historical Engineer at Dayton VAMC Facility Management Service, and approved by Jenessa Regan, Network Contracting Officer, both digitally signed on February 6 and February 9, 2026, respectively.
