About this file
This file is a Pre-Bid Request for Information (RFI) responses document for Project 573-22-103, the renovation of Interventional Radiology Suites at the Malcolm Randall VA Medical Center in Gainesville, Florida. The document addresses 132 pre-bid questions and government responses covering design clarifications, equipment responsibilities, construction coordination, and regulatory compliance. Key technical clarifications include: structural deck composition to be field-verified; as-built drawings and CAD files to be provided via addendum; equipment manufacturers specified (Siemens DDC controls, Lenel access control, Rauland nurse call, BeaconMedaes medical gas, Simplex fire alarm); commissioning provided by VA with contractor coordination; finishes per AF-100 Finish Legend without separate schedule; and lead shielding thickness of 1/16" for radiation protection. Owner-furnished items include Philips interventional radiology systems, Stryker equipment booms, and Pyxis medication dispensers; contractors must provide room preparation, utilities, and anchorage per vendor requirements and coordinate installation milestones.
Construction execution requirements mandate a dedicated full-time Contractor Quality Control Manager and Safety and Health Officer (meeting OSHA 30 certification and 3-year experience standards); development of a CPM schedule with defined phasing to meet the 2-month Surgical Pathology milestone; Infection Control and Risk Assessment (ICRA) certification and Interim Life Safety Measures (ILSM) compliance prior to mobilization; terminal cleaning by contractor; work in areas affecting hospital operations scheduled after 5:00 p.m. or weekends with 7-day advance notice (15 days for major interruptions); and afterhours coordination for demolition adjacent to operating rooms and imaging spaces. Contractor responsibilities include site logistics planning (staging areas, dumpsters, parking), utility shutdown coordination, temporary HVAC if needed for hospital operations, roofing protection compliance, and negative air/HEPA filtration per 01 35 26 safety requirements. The current wage determination FL20260194 (dated 01/02/2026) applies; all mandatory FAR certifications and clauses must be submitted with proposals; and the drawing set is dated 04/24/2025.
