1. Are there any permits required through the diking district and has the diking district signed off on the proposed crossing of their concrete lined canal (Approx. 4-5’ deep, 6-8’ wide at the bottom, and 18-20’ wide at the top) with (1) - 36” Class III RCP Culvert? As proposed this does look or feel right.

2. Can the stripping and excess dirt generated be lost onsite or does it all need exported offsite? (Approx. 830 CY of stripping and 90 CY of Cut)

3. Can onsite cut material be used for structural backfill over the tower foundation?

4. Sheet C-1 indicates that there is a hammerhead approx. 165’ west of the new site compound but when directed to Sheet C-2 for more detail it is not shown. Please provide directions.

5. Lineal foot measurements on the plans for the new access road and power do not match with actual field measurements. Will the new access road and power be bid per linear foot or lump sum.

6. There is an existing fence and gate at the location shown on sheet C-1 marked approx.. location of site access or approx. 2,780 LF west of Butler Creek Road. This fence and gate will need to be removed to build the new access road. Will this fence and gate need to be replaced? If so, please provide details on replacement.

7. Who is responsible for removing and relocating the existing livestock corral?

8. It appears that this property is actively being used for livestock. Will this be the case during construction? And if so, who is responsible for keeping the site contained during construction?

1. The permit is in process with the irrigation district. The culvert provided in the design is to ensure all bidders are bidding to the same criteria. If the irrigation district requires some other type of culvert or means for crossing the canal that will be reviewed in the page turn discussed in question 3.

2. Non plant matter spoils can be used on site for non-structural fill. All fill must be property compacted per the design to prevent settling.

3. Refer to mat foundation in Geotech report.

4. The hammerhead extends north 70’ from intersection. Refer to sheet C1.

5. Bids should be based on the linear footage in the plans since the actual point of interconnection by the power utility is unknown at this time. This will provide a price that can be used to extrapolate the power run cost per foot.

6. Yes, replace with similar fence and gate as existing adjusted for access road width.

7. Agency will work with property owner, City of Ashland, for any existing livestock corral.

8. It is the contractor’s responsibility to make sure that livestock gates that they, their subs, and suppliers travel through remain closed to prevent escape of livestock. If sections of livestock fencing needs be removed for construction activities, temporary fencing to ensure livestock is secure is the responsibility of the contractor.

1. Can the stripping and excess dirt generated be lost onsite or does it all need disposed of offsite? (Approx. 161 CY of Stripping and 141 CY of Cut)

2. Can onsite cut material be used for structural backfill over the tower foundation?

3. Will fire protection and/or fire watch be required on this site?

4. Lineal foot measurements on the plans for the new access road and power do not match with actual field measurements. Will the new access road and power be bid per linear foot or lump sum.

5. The section of existing primitive access road is brushed in and a truck can barely make it through in sections, it will need to be cleared and grubbed. Can the spoils be lost on site?

6. The existing access road is hardly more than a dirt road in the beginning with no ditching, the primitive section barely more than a 4wd jeep trail, and extremely moisture sensitive. Construction travel will be extremely difficult if not impossible during rain events on sections of the existing access road that do not have gravel surfacing. There is major erosion down the road due to a lack of ditching. a. Will Ditching and culverts be required? If so, please provide details. b. Will rock for the new access road be a lump sum bid or by the ton? c. Can you confirm that the section of road not listed as primitive will receive no rock? d. Who is responsible for repairing and maintaining the existing access road that has no rock and will not receive any rock?

7. There are sections of the existing access road that are very narrow and have a steep cut bank. In certain areas the power trench and/or vaults may be encroaching into the travel lane. Is this understood and acceptable by the owner. If not, please provide alternative solutions.

1. Non plant matter spoils can be used on site for non-structural fill. All fill must be property compacted per the design to prevent settling.

2. Refer to mat foundation in Geotech report.

3. Appropriate fire watch for the conditions will be required. This will be determined based on the Oregon Department of Forestry industrial fire season requirements based on the fire level identified at the time.

4. Bids should be based on the linear footage in the plans since the actual point of interconnection by the power utility is unknown at this time. This will provide a price that can be used to extrapolate the power run cost per foot.

5. Construction of the access road is part of this contract. Plant free spoils can be used as part of the construction of the road. It is the contractor’s responsibility to ensure that any fill material is properly compacted to prevent settling or erosion. Contractor will also need to place proper erosion control measures to comply with State and Local regulations.

6. As part of the road construction to the site, the road should be constructed such to support the full scope of the project which includes installing the power vaults outside of the travel lane and a road sufficient for transport of construction materials, shelter, tower, cranes, etc. to the project site and a permanent forest road for ongoing operations and maintenance purposes.

7. See response 6

1. Can the owner provide better directions on how this project is to be bid on? Is this a lump sum bid? The attached pricing sheet template labeled Appendix 1 is not clear.

2. Will all three sites be awarded under one contract or will there be 3 individual contracts?

3. Who is supplying the anchor bolt frame templates?

1. See questions 3 and 8 above.

2. One contract with separate line items

3. Contractor to supply anchor bolt frame templates.

1. Approx. 600 LF East of Butler Creek Road is a small muddy depression. I cannot confirm but during a site visit it sounded like there was running water. Assuming there is running water, does the existing culvert need to be updated to the owner’s construction standards? If not, how do you want us to approach this muddy low spot?

2. Approx. the first 1,780 LF of the new access road starting from Butler Creek Road runs through a tight strip of city owned property roughly 45 – 50 LF wide. The existing primitive road/path weaves through this section to avoid brush, trees, etc. Is it the owner’s intent to follow this existing primitive road/path or have a straight direct road? Does this entire section need to be cleared and grubbed?

3. Does the new access road need a culvert where it begins at Butler Creek Road or if there is an existing culvert will that need to be upgraded/replaced to meet the owners construction standards?

1. Any location with running or potential running water that crosses the proposed access road will require a culvert to prevent damming of flowing water and erosion. Areas where ground improvements, such as larger base rock, are required for the construction of the road is the responsibility of the contractor as part of the construction of the road.

2. Follow existing primitive road Per existing drawings.

3. Assuming the culvert is sufficient for construction purposes, traffic, weight, load size, it does not need to be replaced. If the contractor’s construction means and methods require the culvert to be replaced, this should be included in the bid. This includes if the culvert needs to be replaced to ensure the existing ditch or waterway is not disturbed by construction traffic.

1. Due to the nature of this site, we will need a staging area for materials. As this project is located on private property has or will the owner secure a staging area through the property owner?

2. Can any clearing/grubbing material generated for the primary and secondary fuel breaks be left onsite? If so, what about the portion of fuel break on USFS property?

1. ECSO will coordinate with property owner for staging area along the access road.

2. All grubbing material, including fuel sources, is to be removed from site as noted on plans.
