About this file
The document is a Request for Applications (RFA) #S-91400-00014184 issued by the Oregon Housing and Community Services (OHCS) Housing Stabilization Division for Statewide Shelter Program Regional Coordinators. The RFA seeks to fund up to 36 grants for organizations to serve as Regional Coordinators responsible for administering shelter services across Oregon, with services beginning July 1, 2026, for a 5-year period. The primary objectives include ensuring no net loss of agency-funded shelter beds, implementing low-barrier shelter practices, increasing permanent housing placements, and reducing returns to unsheltered homelessness.
The total funding available for the first year (July 1, 2026 - June 30, 2027) is estimated at $102,500,000, with administrative costs limited to 15% of grant funds. Eligible applicants must be physically located in Oregon, willing to serve at least one county, and be either a local government entity (including housing authorities) or a nonprofit public benefit corporation. The grants will support various activities including shelter operations, street outreach, Safe Temporary Emergency Placement Sites (STEPS), housing-focused services, and capacity building. Applicants will be evaluated on a 100-point system considering community engagement, shelter experience, fiscal administration, subgrant management, data usage, and equity. The application deadline is 10:00 AM on November 24, 2025, with potential additional competition rounds at the agency's discretion.
