About this file
This is a Notice of Intent to Award issued by the Oregon Housing and Community Services (OHCS) Department for the Statewide Shelter Program Regional Coordinators (RFA #S-91400-00014184, OHCS #9185). OHCS intends to award grants to 14 organizations across Oregon to serve as regional coordinators responsible for administering shelter operations in their assigned counties. The organizations receiving awards will coordinate shelter services in the following regions: Benton County (ACCESS Jackson Benton County), Curry County (CORE Response), Crook/Deschutes/Jefferson Counties (Central Oregon Intergovernmental Council), Harney/Malheur Counties (Communities in Action), Gilliam/Morrow/Umatilla/Wheeler Counties (Community Action Program of East Central Oregon), Columbia County (Community Action Team, Incorporated of Columbia County), Baker/Grant/Union/Wallowa Counties (Community Connection of Northeast Oregon, Inc.), Lincoln County (Housing Authority of Lincoln County), Klamath/Lake Counties (Klamath and Lake Community Action Services), Lane County (Lane County), Hood River/Sherman/Wasco Counties (Mid-Columbia Community Action Council, Inc.), Multnomah County (Multnomah County Homeless Services Department), Coos County (Southern Oregon Coast Regional Housing), Douglas/Josephine Counties (United Community Action Network), Washington County (Washington County Department of Housing Services), and Yamhill County (Yamhill Community Action Partnership). The program contract term is five years, beginning July 1, 2026, with applications that were due by November 24, 2025. The notice was issued on January 30, 2026.
OHCS identified additional regions requiring further competition, including Marion/Polk Counties and Clatsop/Tillamook Counties, where multiple viable applicants will proceed to an additional evaluation round pursuant to section 5.5 of the RFA. The regions of Clackamas and Linn Counties did not receive applications meeting the evaluation threshold and OHCS anticipates reissuing the RFA for these two regions only with a shorter application window. The funding is authorized by House Bills 3644 and 5011 (2025), with grant allocations supporting up to 15% for administrative costs, at least 50% for shelter operations, and provisions for street outreach and housing-focused activities. Grantees must maintain at least 70% low-barrier shelter beds and demonstrate commitment to reducing racial disparities in homelessness response systems. Written protests regarding the awards must be submitted by 10:00 AM on February 9, 2026, with a separate protest period to be established for awards resulting from the additional competition rounds.
