About this file

This document is Addendum 1 for Request for Proposal (RFP) PR8471 for Emergency Communication Satellite Phones issued by the Orlando Utilities Commission (OUC). The RFP seeks to upgrade and replace existing voice-only satellite communication systems, including five premise-based fixed-antenna solutions and associated hardware. Proposals are due by 2:00 PM EST on October 16, 2025, with the goal of securing a long-term service provider for satellite communication technology. The organization requires both fixed location antennas and mobile flexibility, with some installation sites having cable runs exceeding 1,000 feet.

The addendum includes several key clarifications about the procurement, notably that OUC prefers to partner with a single long-term service provider and expects vendors to ensure continuous communication coverage in all weather conditions. The technical requirements emphasize robust satellite communication solutions, with specific attention to antenna location, signal strength, and satellite density. Vendors are instructed to provide comprehensive pricing details, including monthly service plan costs, and to specify calculations for rate plan expenses. The RFP also indicates that existing docking stations and handsets will be upgraded or replaced, with a site survey to be conducted after final vendor selection.

Emergency Communication Satellite Phones

ADDENDUM 1

DATED: October 3, 2025

The RFP has been amended as stated below (or on the following page).

In your Proposal submittal, you MUST note this Addendum was received OR YOUR PROPOSAL MAY BE CONSIDERED NON- RESPONSIVE. If additional information is required regarding this RFP, please feel free to contact the buyer of record at asegura@ouc.com. Thank you for your participation in this RFP.

All proposals must be submitted no later than 2:00 PM EST on October 16, 2025.

Questions/Clarifications:

1. Point of clarification: It almost seems like you want antennas for existing fixed premises install. It is noted that you have these but then what the bid is for. A tad confusing.?

• Our current hardware for our existing equipment is aging and we are looking for a technology refresh. In addition to our fixed location antennas, we do need mobile flexibility for other use cases

2. Referencing PR8471 - Attachment B - Pricing Schedule, Equipment List tab of the spreadsheet; Under rate plans there is no line item for the monthly fee associated with satellite service plans. Can one be added?

• Yes, add additional lines as necessary and provide an explanation of added items.

3. What is the difference between line cost and cost per unit? Please define?

Please submit pricing and provide definition of all your pricing terms as appropriate.

4. For total monthly cost column is the bidder expected to multiply by the number of services or is this cost for one?

• The rate plan section should describe costs for one device. Specify calculations as necessary to describe rate plan cost.

5. Referencing PR8471 - Attachment B - Pricing Schedule, Pricing Schedule tab of the spreadsheet; What is the significance of being an authorized Dell reseller?

• N/A Please disregard references to Dell Authorized Reseller.

6. Referencing the pdf PR8471 Emergency Communication Satellite Phones; Satellite service plans are typically invoiced by Service Providers for the Network Operator. Would the OUC accept invoicing for hardware, and installation from the bidder with service provider invoicing monthly for the services?

• Our preference is to partner with a single long-term service provider.

7. Page 21, A-2, Current voice-only services include 5 premise based fixed-antenna solutions.

Can you provide a description of these systems and estimate the distance between the device and the external antenna? Are these satellite phones installed in docking stations or terminals? Are these being replaced as part of this RFP?

• Yes, the existing docking stations and handsets will be upgraded or replaced. At two of our locations cable runs can exceed 1,000 feet will require appropriate technology approaches. Cable runs for other locations will vary. We expect a site survey to be conducted after final vendor selection.

8. Clarification from Pre-Response Conference: Weather Related Service Interruption that arose. Below is from Engineering: Iridium is immune to weather. It is not impacted by rain, snow, fog, etc. The only thing that can cause a problem is a physical obstruction. Or if the wind is so strong it blows down the antenna

• Vendor submissions will ensure continuous communication coverage in all-weather situations. The supplier must take the entire solution in consideration including antenna location, signal strength, and satellite density to maintain no gaps in coverage.

Note: There shall be no communication between the supplier, their employees or subcontractors concerning this RFP to anyone within OUC except the buyer of record.
