1.0 System Upgrade

3M Cogent’s Automated Biometric Identification System (CABIS) is a commercial, off-the-shelf (COTS) software application for large-scale, distributed biometric identification systems. It was introduced in 1993 and has been steadily improved since its introduction. Customizable workflows allow easy integration with industry-standard biometric recording workstations/devices and with external systems.

CABIS is multifactor, scalable, and customizable software package that allows users to perform a wide range of tasks for processing, editing, searching, retrieving, and storing biometric images and subject records. As one of the most accurate systems in the world, CABIS ensures service resiliency while providing information safety through the use of built-in safeguards such as fault tolerant architecture, disk mirroring, automated database backups, and high availability options. CABIS provides an integrated architecture with common user interface controls for efficient storage and matching.

When a new print is entered into CABIS (via flatbed scanner, electronic file import, camera, LiveScan, or mobile device), the system creates a map of the print’s attributes. In performing a search for potential matches, CABIS compares the feature set of the input (enrollee) biometric data to the feature sets of the biometric data stored in the databases. These databases house all of the relevant feature information for tenprints, unsolved finger latents, palm prints, unsolved palm latents, and Faces stored in the system. When the system identifies a potential match (or matches), it makes a set of tools available to help examiners verify the match quickly and easily, even allowing you to create court exhibits when necessary. It also provides powerful tools for analyzing and enhancing the quality of prints to increase the probability of a hit.

CABIS offers a wide array of features and functions for processing tenprints, palm prints, finger latents, palm latents and faces. Use CABIS to perform the following tasks:

Process tenprints, including:

· Entering tenprint cards (scan, import)

· Correcting tenprint quality issues

· Performing a tenprint to tenprint verification

· Performing a tenprint to unsolved finger latent verification

· Creating tenprint court exhibits

· Performing a query of the tenprint database

Process palm prints, including:

· Entering palm print cards (scan, import)

· Performing a palm print to unsolved palm latent verification

· Creating palm print court exhibits

· Performing a query of the palm print database

Process finger latents, including:

· Entering finger latents (scan, photograph, import)

· Editing finger latents

· Performing searches using finger latents

· Performing a finger latent to tenprint hit verification

· Performing a finger latent to unsolved finger latent verification

· Creating finger latent court exhibits

· Performing a query of the finger latent database

Process palm latents, including:

· Entering palm latents (scan, photograph, import)

· Editing palm latents

· Performing searches using palm latents

· Performing a palm latent to palm print verification

· Performing a palm latent to unsolved palm latent verification

· Creating palm latent court exhibits

· Performing a query of the unsolved palm latent database

Process facial images (optional) , including:

· Entering facial images (scan, photograph - from video files & live camera feeds, import)

· Editing facial images and correcting quality issues

· Performing searches using facial images

· Performing a facial image verification

· Performing a query of the facial image database

Description of CABIS solution features:

High Accuracy

3M Cogent’s Texture Detail Matching Makes a Positive Match of a Poor Quality Image

· Makes use of minutiae and extended feature sets to optimize accuracy when matching friction ridges.

· If other biometrics are available, they can be used to increase match probability.

· Systems used for lights-out tenprint-to-tenprint identification are typically configured to comply with Service Level Agreements of 99.9%.

· In competitive benchmarks designed to test identification accuracy, CABIS routinely outperforms the other software applications tested.

· Consistently among top performers in NIST evaluations of vendor software for automated fingerprint identification. (For example, see NISTIR 7859 where CABIS algorithms ranked first in latent matching using images and extended feature sets.)

Fast Response Times and High Throughput

· CABIS allows the use of a modular, component based design in which matching processes are performed in parallel. This means there is no response time requirement too fast and no throughput rate requirement too high to be within CABIS’s performance capabilities.

· Service Level Agreements for response times and throughput can be maintained over the life of any system, regardless of how many records are added to the system.

Effective Strategies for Mitigating Impact of Poor-Quality Images

· Use of extended feature sets increases the probability of obtaining an accurate match when comparing fingerprint pairs where one or both fingerprints are of poor quality. 3M Cogent was the first vendor to use normalization and third-level detail in latent searching.

· In tenprint matching, CABIS uses a dynamic finger selection process in which the software determines on a record-by-record basis which fingerprints should be used for matching and how many fingerprints must be matched to obtain an accurate result.

· critical law enforcement and civil government operations.

Experts’ toolbox - Convenient and Efficient Print Image Analysis

· Our proposed solution is based on our latest version of CABIS, which incorporates numerous suggestions provided by the 3M Cogent User Group to improve usability and includes advanced image manipulation tools to improve

· productivity. Our advanced latent tools include 1) color channels for better ridge detail for marking minutiae, 2) side

· lighting, and 3) High Dynamic Range (HDR) for better contrast and higher quality ridge detail.

Fully compliant with ANSI/NIST and ISO/IEC standards
· Standards compliance supports interoperability - Our commercial, off-the-shelf (COTS) solution supports configurable external interfaces in support of automated exchange of biometric and demographic data. Because our standards compliance is based on using web services and XML-based standards to exchange information, we provide the ability to broaden the scope of interfaces with internal and external systems now and in the future.

Biometric Fusion for Improved Matching Performance

· CABIS processes biometric data for all modalities in one integrated application.

· Improved Matching Performance – CABIS can fuse different modalities (fingerprint, palm print, face, and iris) in order to improve the matching performance. First, score normalization is performed. The normalized match scores are then combined using fusion rules, such as sum and product rules, to determine the user’s identity.

Adaptable Workflow to Customer Needs
· Includes an easy-to-use workflow manager that allows the design and deployment of customized, rules-based workflows for all transaction types.

· Provides capability to receive and process service requests from mobile devices, fixed workstations, and external systems.

3M™ ABIS Solution is a multifactor, scalable, and customizable package that allows you to perform a wide range of tasks for processing, editing, searching, retrieving, and storing biometric images and subject records.

Accuracy: Using 100% database penetration for all searches, including tenprints, latents and palm prints, the system performs searches in a variety of ways, and is equipped with a comprehensive set of powerful tools that analyze and enhance the quality of prints increasing the probability of a hit. Flexibility and speed: Operates in a multitasking environment and is built for expansion as demands and upgrade requirements arise – making it adaptable to any conditions. While transactions are processed in the background, the user can perform other tasks, allowing multiple tasks to be performed rapidly and accurately. Scalable: non-proprietary NIST record formats are used in database record storage. As a result, the system can be interfaced with external AFIS systems, computerized criminal history systems, LiveScan, handheld wireless devices, secure web-based internet solutions, as well as other information systems.

1.3 Professional Services

Within the services we have foreseen:

· Trainings of the two Administrators - based on the need to manage the system in timely manner.

· Training of the users - deliver the training to the users from the first level professionals.

· Maintenance contract of the hardware and software for three years - maintenance contracted will ensure the that the system is working as required

· Onsite Report/Diagnose yearly based - onsite Report on yearly based will ensure that there are no bugs and if there is a need to update or adapt it.

· Update - during the time of Maintenance Contracted is required to implement all updates released.
