About this file

This is a Questions and Answers document for Request for Quote PR-26-002206 addressing procurement of an HP Latex Printer and related services. The document clarifies five key requirements for potential offerors.

The acquisition is a total small-business set-aside under NAICS 334118 (computer printers) with an active SBA Class Waiver, making the Nonmanufacturer Rule inapplicable. For CLIN 0003, offerors must quote HP Manufacturer Part Number U23KDE (Electronic HP Care Pack Installation with Operator Training), which includes installation and two days of onsite training. For CLIN 0004, the ORAJET Digital Media Sample Kit must be 54 inches wide by 10 yards linear length and include: one roll of ORAJET 3164 Series economy vinyl (Part No. 3164-010-54x10Y), one roll of ORAJET 3651RA Series intermediate vinyl with RapidAir technology (Part No. 3651RA-010-54x10Y), two rolls of ORAGUARD 210 Series matte overlaminate (Part No. 210M-54x10Y), and the ORAFOL Graphic Innovations Selection Guide. The standard delivery requirement is 30 days ARO (After Receipt of Order), and offerors must provide a letter of authorization directly from Hewlett-Packard permitting resale of HP products; authorization from HP-authorized distributors does not satisfy this requirement.

Questions and Answers for Request for Quote, PR-26-002206 – HP Latex Printer

1. Question: The RFQ is a total small-business set-aside under NAICS 334118, but FAR 52.219-33 is not listed. Please confirm that the Nonmanufacturer Rule does not apply to this acquisition.

Answer: The NMR does not apply to this buy for the following reasons.

• Active SBA Class Waiver: We are using NAICS 334118. The SBA has an active, blanket Class Waiver under this code for computer printers. Because of this waiver, FAR 52.219-33 is intentionally left out of the solicitation per FAR 19.507(h)(2).

• Under the Threshold: This purchase is for a single printer and sits well below the federal Simplified Acquisition Threshold (SAT) of $350,000. General small business set-asides under this amount are exempt from the rule.

2. Question: CLIN 0003 requires HP installation and two days of onsite training but does not identify an HP service part number. What exact HP service SKU should offerors quote?

Answer: Manufacturer Part Number is U23KDE - Electronic HP Care Pack Installation with Operator Training.

3. Question: CLIN 0004 requires the ORAJET Digital Media Sample Kit (54 inch) but does not identify an ORAFOL/ORAJET manufacturer part number. What exact part number or approved kit configuration should offerors quote?

Answer: Configuration - 54 inches wide × 10 yards linear length each

• (Economy Tier Vinyl): 1 Roll of ORAJET Economy Calendered Digital Media.

o ORAJET 3164 Series, Part No. 3164-010-54x10Y

• (Intermediate Tier Vinyl): 1 Roll of ORAJET Intermediate Calendered Digital Media.

o ORAJET 3651RA Series, Part No. 3651RA-010-54x10Y with RapidAir tech

• (Protective Overlaminate): ORAGUARD PVC Laminating Film.

o 2 Rolls of ORAGUARD 210 Series, Part No. 210M-54x10Y for Matte

• ORAFOL Graphic Innovations Selection Guide (Digital Media & Laminating Films Line-Item Catalog)

4. Question: Does the Government require any delivery date beyond the offeror's stated delivery ARO?

Answer: Standard 30-day ARO applies.

5. Question: Will a letter of supply from an HP-authorized distributor — confirming our established purchasing relationship for these specific items — satisfy this requirement? Or must the letter be issued directly by HP?

Answer: A letter of authorization from Hewlett-Packard (HP) permitting a vendor to resell HP products is required.
