About this file
This is a Questions and Answers document for HVAC Air Filters Solicitation Notice ID PR16091832 issued by the U.S. Consulate General in Hermosillo. The document clarifies specifications and requirements for proposals responding to the underlying solicitation.
The solicitation seeks HVAC air filters in four configurations: 142 units of 4V-Cell MERV 13/13A filters at 24"x24" (12" nominal depth), 12 units of 4V-Cell MERV 13/13A filters at 20"x24" (12" nominal depth), 96 units of compact box-type MERV 11 filters at 24"x24"x4", and 64 units of compact box-type MERV 11 filters at 24"x20"x4". All filters must be submitted with comprehensive technical documentation including manufacturer, MERV rating, initial pressure drop at 2000 FPM and final pressure drop at 2000 FPM, media type and square footage, maximum operating temperature, energy saving grade (ePM1 value prioritized over MERV rating), frame construction, pressure drop curve, minimum particle size efficiency curve, total shipment weight, and volume. The proposal deadline is July 23, 2026, with delivery required within 30 days of purchase order receipt (approximately end of August). The complete order must ship in a single shipment with no partial deliveries accepted. For Mexican vendors, delivery is to the U.S. Consulate General in Hermosillo; for U.S. or international vendors, delivery should be made directly to Hermosillo if possible, or to Brownsville, TX with the government adding estimated transportation and customs costs to the bid for evaluation purposes. The award will be made on a firm-fixed-price basis to the lowest-price technically acceptable proposal, potentially without discussions. All vendors must be registered in the SAM database prior to submission. The solicitation is not set aside for any specific business classification, and either MERV 13 or MERV 13A certification is acceptable, as are similar products meeting the specified requirements.
