About this file

This document is a Formal Questions and Answers (Q&A) from the U.S. Embassy Jakarta, solicitation PR15609324, concerning a Software-as-a-Service (SaaS) solution for intelligence analysis. The solicitation involves a contract for a SaaS platform to be used by multiple user groups including Force Protection Detachment (FPD), Department of Justice ICITAP, and Regional Affairs. The embassy clarifies that the SaaS solution is intended to support human analysts, not replace them, with the technology providing automated data analysis, dashboards, and predictive modeling, while human analysts will be responsible for interpretation, contextual analysis, and narrative reports. The incumbent contract had a 6-month performance period with 10 user licenses, though in previous years they had subscribed to over 20 users. The embassy advises potential vendors to propose fair and reasonable pricing consistent with the solicitation, and indicates there are changes to the service requirements from the previous contract.

FORMAL QUESTIONS AND ANSWERS

SENSITIVE BUT UNCLASSIFIED

The following Questions and Answers reflect inquiries received from prospective bidders and the U.S. Embassy Jakarta’s responses regarding this solicitation.

1. Can you please spell out the acronyms for the types of license users mentioned (FPD, DOJ ICITAP, and RA)?

The users are not important, (there was a procedural requirement on the PR to place the specific users) as such I don’t think it adds value to divulge that to the prospected vendor, however that is a subjective opinion, see below:

- FPD: Force Protection Detachment

- DOJ ICITAP: Department of Justice, International Criminal Investigative

Training Assistance Program.

- RA: Regional Affairs.

2. Please clarify if the Government anticipates human analysts producing reports and assessments with the support of a SaaS solution, or if all deliverables are meant to be produced solely by the licensed technology itself?

Software-as-a-Service (SaaS) solution to support the production of reports and assessments. However, the deliverables are expected to be produced by human analysts. Bottom Line Up Front (BLUF). We do not want sole AI intel analysis reports. We can do that with other platforms. We need an embedded/local analyst assessing local issues.

3. If human analysts are intended as part of the performance, can you clarify which deliverables are to be performed by the SaaS solution and which are to be produced by human analysts?

If this question is about the division of responsibilities between the SaaS and human analysts, please see below:

SaaS Deliverables: Automated data analysis, dashboards, predictive modeling, and/or other technology-driven outputs/segments. A Human Analyst Deliverables: Interpretation of SaaS-generated data, contextual analysis, narrative reports, and/or all assessments requiring human judgment/production.

4. What is the current contract value of the incumbent's contract?

The U.S. Embassy Jakarta is not to release the incumbent contract value or internal budgetary estimates. In addition, there are changes to the requirement of this service from the previous contract. In Offerors should propose fair-and-reasonable, most-competitive pricing consistent with the solicitation.

5. Is the incumbent's current contract for a 12-month period of performance and also for the support of 10 licenses?

The incumbent contract has a 6-month period of performance (POP) and includes support for 10 user licenses. In previous year we had subscribed for more than 20 users.
