SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 Background and Scope
C.1.1 Background The U.S. Army permitted approximately 1,600 acres of land at Redstone Arsenal to the FBI, enabling the FBI to enhance its operations, operational support, technology, training, and research & development capabilities and capacities. The FBI, in close collaboration with Redstone Garrison Directorate of Public Works (DPW), seeks to further its own mission goals and objectives by leveraging Redstone Arsenal’s long-range goal to transform itself into a key U.S. Government (defense and non-defense) research, development, test and evaluation center, and technology hub. The FBI envisions the development at the Redstone Arsenal campus as spearheading the construction of 21st-century facilities across the FBI’s facilities portfolio. The Practical Problem Venue (PPV) will provide a modern training environment for the FBI.
Due to the quantity of buildings, the PPV project will be split across five different design “Packages” for ease of design workload and review. These packages are labeled “A” through “E”. Package “A” is the site and infrastructure early work package and was fast tracked, awarded early, and will be complete by the time this contract is awarded. Packages “B” through “E” consist of the structures and final work.
Package “B” consists of the Out of Play Buildings, and Packages “C”, “D”, & “E” consist of the In-Play Buildings. In-Play buildings will be the buildings that the FBI intends to conduct training within and are designed to mimic their real-life counterpart. The buildings are organized in the drawing sets based on Support Buildings, High Density, Medium Density, Suburban, and Rural. Upon completion, approximately 40 training facilities and three supporting spaces will constitute approximately 153,000 square feet of new construction across approximately 51 acres at Redstone Arsenal.
C.1.2 Scope This is a contract to provide design and construction services to the Federal Bureau of Investigation (Government) to provide the PPV Structures and Final Work Package as described in the IFC Drawings and Specifications. A summary of Scope of Work items under this contract are as follows:
Approximate Square Footage of Structures to be constructed under this effort:
- 122,000 Base Scope SF
- 31,000 Options SF
Variety of Structures:
Commercial, Academic, Medical, Transportation, Municipal, Retail, Hospitality, Office, & Residential*
*Residential Homes: The site/building pad and utility prep will be included in the PPV design package for the residential and auxiliary structures' locations on the site. However, no design for these structures will be provided in the PPV design package. Attachment S of the SOW will describe performance requirements for the structures. The structures shall be provided via a design-build/delegated design with acceptable new-construction methods including, but not limited to, stick-built, modular, and/or
Page | 11
FBI PPV RFP – 15F06725R0000186
prefabricated. Work associated with the residential homes shall include utility tie-ins, FF&E Purchase and Installation, final site work, hardscaping and landscaping.
C.1.3 Requirements The PPV Structures project will provide up to 42 structures for several training and operational divisions throughout the FBI. There will be a combination of “in play” buildings that include realistic municipal, education, federal, religious, commercial, residential, etc. structures for the use of training and practical application of agent skills; and “out of play” buildings, which include classrooms and the command-and-control infrastructure to monitor the South Campus for safety during training events. The goal of the Practical Problem Venue (PPV) is to provide a modern, technically sophisticated, training environment for the FBI at Redstone Arsenal, AL.
The FBI will issue designs for a variety of basic residential construction to complex commercial construction that will represent the varying conditions of the real world and will constitute approximately 153,000 square feet of new construction. It is anticipated that the primary construction delivery method will be Design-Bid-Build. However, a small section of the project will involve the delegation of design for residential homes and small auxiliary structures only. Offerors will be encouraged to demonstrate maximum creativity to exceed the minimum requirements while remaining efficient in cost. For the delegated design portion, the Offeror will propose their preferred construction method, e.g., stick-built, modular homes, new construction, prefabricated structures, and/or other solutions. Overall, the FBI anticipates the delegated design portion to represent 5% or less of the overall project value
PPV Early Works Package (EWP) includes all building pads, roadways, utilities backbone (electrical, telecom, water, sewer), storm water management, security entrance and lighting. The Contract for construction of the EWP was awarded in 2024 and is currently planned to be substantially complete in October of 2025. If an award is made for this procurement prior to October 2025, a limited NTP for ordering long lead items and other approved mobilization tasks will be considered. This will be coordinated post award with the FBI and the onsite PPV Early Works Package contactor.
C.1.4 Deliverables The Contractor shall provide all deliverables in accordance with the attachments included in this solicitation. Monthly status reports as required will be submitted to the Contracting Officer’s Representative (COR) and Project Manager (PM). The format will be agreed to by the Contractor and COR at the start of performance, but the contents shall contain the following, at a minimum: Staffing Summary, Hours and Labor performed, Current Management and Administrative problems, and Action items. The Contractor shall also provide a bi-weekly status report that describes the activities that were completed (highlights), areas of risk, and personnel and their responsibilities for that period of time.

All personnel assigned to Key Personnel roles must meet the qualifications and expertise required for the respective positions. The Contractor must submit a resume (no more than two pages) for each Key Personnel member, clearly detailing how their experience aligns with the position’s requirements. In cases where Key Personnel are absent for 7 or more calendar days, the Contractor shall notify the COR at least 14 calendar days in advance. The Contractor may also propose amendments to Key Personnel roles during the contract period with CO approval. SECTION H – SPECIAL CONTRACT REQUIREMENTS
H.1 Disclosure of Data Under the Freedom of Information Act (FOIA)
If a request for information contained in a proposal is requested under the FOIA, the Government shall have the right to disclose any information or data contained in a proposal that results in a contract to the extent provided under the FOIA, notwithstanding any restrictive legends that may have been placed upon it in accordance with other contract provisions. The Government will, before disclosure, make an administrative determination on a case-by-case basis as to whether the information requested is exempt from disclosure by one of the established exceptions to the ACT. In making this determination the procedures outlined in 28 CFR, paragraph 16.7 shall be followed which, in part, affords the submitter of a proposal an opportunity to object to disclosure.
H.1.1 Company Threat Assessment
All entities referenced in a proposal (Offeror, A/E Team, construction firm, and all subcontractors) will be subject to a Company Threat Assessment (CTA) by the FBI to screen for potential Supply Chain Risk Management issues. If the Contractor or any of its team members are owned or controlled by a foreign person or entity, either in whole or in part, such foreign ownership, control, or influence must be fully disclosed, and the Government may require additional information. The Government reserves the right to restrict participation by any foreign-owned entity or require mitigation of foreign control.
H.1.2 Foreign Ownership, Control, or Influence (FOCI)
Does your firm have any Foreign Ownership, Control, or Influence (FOCI)? A firm is considered under FOCI whenever a foreign interest has the power (direct or indirect) by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company. Examples include:
• Ownership or beneficial ownership, direct or indirect, of 5 percent or more of the Offeror’s company’s voting securities by a foreign person.
• Ownership or beneficial ownership, direct or indirect, of 25 percent or more of any class of the Offeror’s company’s non-voting securities by a foreign person.
• Management positions, such as directors, officers, or executive personnel of the Offeror’s company held by non-U.S. citizens.
• Foreign person power, direct or indirect, to control the election, appointment, or tenure of directors, officers or executive personnel of the Offeror’s company or other decisions or activities of the Offeror’s company.
• Contracts, agreements, understandings, or arrangements between the Offeror’s company and a foreign person.
• Loan arrangements between the Offeror’s company and a foreign person if the Offeror’s company’s (the borrower) overall debt to equity ratio is 40:60 or greater; or financial obligations that are subject to the ability of a foreign person to demand repayment.

• Annual total revenues or net income in excess of 5 percent from a single foreign person or in excess of 30 percent from foreign persons in the aggregate.
• Ten percent or more of any class of the Offeror’s voting securities held in “nominee shares,” in “street names,” or in some other method that does not disclose the beneficial ownership of equitable title.
• Interlocking directors with foreign persons and any officer or management official of the Offeror’s company who is also employed by a foreign person.
• Any other factor that indicates or demonstrates a capability on the part of foreign persons to control or influence the operations or management of the Offeror’s company.
• Ownership of 10 percent or more of any foreign interest.
Please note that FOCI does not preclude a firm from competing. Risk assessments will be done on a case-by-case basis during the solicitation phase and will be used to determine whether the use of a FOCI source poses an unacceptable security risk.
H.2 Access to Federal Bureau of Investigation (FBI) Locations
Performance under this contract may require access to FBI facilities to deliver services, products, or perform official functions. Access is contingent upon meeting requirements, including approval by the FBI's Security Division. Contractors needing escorted access, whether short-term, intermittent, or infrequent, must adhere to the following procedures:
All visitors require pre-approval from the Site Security Manager (SSM) and must be escorted by an authorized individual while on-site. In exigent circumstances, the SSM may issue a short-term "day pass" for individuals not requiring a Limited Escorted Access Request (LAR), limited to three days per calendar year. Day passes cannot replace LARs, and requests intended to bypass the LAR process will be denied. Last-minute LAR requests do not justify a day pass. Day pass requests must be submitted at least 72 business hours in advance, excluding weekends and holidays.
Contractors seeking access must submit a LAR application via email to the FBI Visitor Center at Redstone Arsenal at least 30 business days prior to the visit. Expedited or last-minute LAR requests will not be processed. Construction personnel will be denied access to the site until a security background check is completed and recorded on the project's approved access roster.
The LAR packet consists of the following forms:
• SF-85 (Questionnaire for Non-Sensitive Information)
• FD-857a (Sensitive Information Non-Disclosure Agreement)
• FD-816 (Access of Non-FBI Positions Personnel to FBI Facilities, Background Data Info Form)
• RSU – 007 (Redstone Security Unit)
• LAR Security Awareness Briefing
• FD-889e (FBI Rules of Behavior Agreement for Non-FBI Owned Mobile Devices)
• Document Security Plan Agreement
The FBI Visitor Center's main telephone number is (256) 678-4259.

The FBI reserves the right and prerogative to deny and/or restrict facility and information access of any contractor employee determined by the FBI, at any time during performance, to be unsuitable for access and/or present a risk of compromising sensitive government information to which he or she would have access to under this contract. Contractors will be allotted a reasonable amount of time, determined by the government, to replace the employee found not suitable for continued contract performance. Failure to replace the employee may result in a no cost termination for cause by the government.
H.4 DOJ Residency Requirement
The contractor is prohibited from assigning non-U.S. citizens to work on this project unless specifically approved by the contracting officer. This restriction is in place to ensure compliance with security protocols and protect sensitive information.
