About this file

This is a Pre-Bid Meeting Questions and Answers document for the City of Kingman's Powerhouse Window Replacement Project (IFB 2026-IFB-011), held on September 10, 2026. The project encompasses the complete removal and installation of nine window units (A through I) at the Powerhouse Visitors Center, with all replacement windows required to be Marvin wood windows with factory-applied aluminum exterior cladding. Bids were due September 23, 2026 at 6:00 p.m. Arizona time, with all work to be completed by January 31, 2027. The mandatory pre-bid meeting was held September 10, 2026 at 10:00 a.m., and written questions could be submitted through the OpenGov procurement portal by September 14, 2026 at 6:00 p.m.

The Q&A document addresses critical installation and specification details, clarifying that window dimensions provided in bid documents are approximate and contractors must perform field verification prior to fabrication. Key scope clarifications include: window opening treatments (squared-off rather than arched), color matching requirements (existing finish rather than sun-faded areas), removal of existing swamp cooler brackets by the City, removal of old mortar/concrete materials back to original opening conditions, inclusion of all necessary repairs and sealant work, dust control requirements for interior work, relocation of HVAC refrigerant lines and electrical conduit, and provisions for securing window openings overnight. The City will remove City-owned furniture, equipment, and model train track obstruction to provide contractor access. Bidders must provide a construction schedule with their proposal, account for traffic control and barricading requirements, and confirm current inventory stock or confirmed delivery dates. Work may be performed at any time with appropriate security measures, though the facility maintains normal operational hours from 8:00 a.m. to 5:00 p.m. daily. Award will be made to the lowest responsible, responsive bidder based on overall cost including shipping and taxes, with bid pricing firm for 90 days from opening.

Powerhouse Window Project

Pre-Bid Meeting Questions and Answers

Pre-Bid Meeting: September 10, 2026

1. Are the window dimensions provided in the bid documents exact?

Answer: No. The dimensions provided are approximate/rough measurements. The Contractor is responsible for field verifying dimensions prior to ordering or fabricating the windows.

2. Are the arched portions above the existing windows to remain arched or glazed?

Answer: No. The tops are to be squared off rather than installing arched glass. Wood may be used to infill the upper portion, consistent with the existing appearance.

3. What color should the new infill, trim, and related finish work be?

Answer: Match the existing building/window finish as closely as possible. Because some existing finishes have faded, the intent is to match the representative existing color rather than a heavily sun-faded area.

4. Who will remove the existing swamp cooler brackets or equipment that interfere with the window work?

Answer: The City will remove the identified existing swamp cooler bracket/equipment discussed during the walkthrough prior to the affected window installation.

5. Is the existing mortar/concrete material around the window openings and sills to remain?

Answer: No. Where necessary to properly install the replacement windows, the added mortar/concrete is to be removed back to the original opening/block. The completed sill/opening should be properly finished and generally match the existing/original condition.

6. How should the opening that appears to have previously been a door/opening be treated?

Answer: The opening is to receive a window consistent with the adjacent windows. The Contractor should provide the necessary sill/infill work, including concrete or similar construction as needed, so the finished condition matches the other window openings.

7. Are repairs above or around the existing window openings included in the bid?

Answer: Yes. Necessary repairs associated with removal of the existing materials and installation of the new windows are to be included so the finished window installation is complete and properly sealed.

8. What are the allowable work hours?

Answer during meeting: Work may be performed during normal business hours, approximately 8:00 a.m. to 5:00 p.m. The facility will remain operational during construction. Updated answer: The work may be performed at any time as long as appropriate security measures are taken to prevent access into the facility of non-authorized individuals. The facility will maintain normal operational hours during construction which are 8:00 a.m. to 5:00 p.m. daily.

9. May window openings be left open overnight?

Answer: No. Window removal and installation should be sequenced so openings are not left unsecured or open after work operations.

10. What access and traffic-control requirements should the Contractor anticipate?

Answer: The Contractor should account for barricades and traffic control associated with lifts and construction activities. The site remains active, and access will need to be coordinated with the City.

Temporary closure or restriction of portions of the drive or parking area may be considered, but required facility access must be maintained.

11. Does the City want a construction schedule submitted with the bid?

Answer: Yes. Bidders should provide an anticipated start date and estimated duration/construction schedule with their proposal.

12. Is there a required or preferred start date?

Answer: No specific preferred start date was identified during the meeting. The City noted that activity decreases after October, but the facility operates throughout the year.

13. Is dust control required for interior work?

Answer: Yes. The Contractor is responsible for appropriate dust-control measures for work performed from the interior.

14. Who is responsible for moving furniture, displays, vending machines, vehicles, and other City property away from the work area?

Answer: The City will move City-owned furniture, equipment, displays, vehicles, and similar items as necessary to provide access to the window openings.

15. Is the existing grout/mortar surrounding the windows to be reinstalled in the same manner?

Answer: No. Existing material that must be removed during window replacement does not need to be recreated using the same grout configuration. The Contractor should use an appropriate modern sealing/trim system to provide a properly finished and weather-tight installation.

16. How should the opening without a conventional finished sill be treated?

Answer: Where removal of the existing window/grout exposes an unfinished condition, provide a finished cap/trim. During the walkthrough, a break-metal cap painted to match the window was discussed as an appropriate treatment.

17. How should the HVAC refrigerant lines and associated services passing through the window area be handled?

Answer: One existing line set is intended to be abandoned/removed and one is to remain and be rerouted. The remaining line set should preferably be routed on the exterior and painted to match the building. The City will identify the exact line to be abandoned before work begins.

18. How should the upper-level window affected by the mezzanine/interior wall be installed?

Answer: This window should be sized based on the available exterior opening and installed from the exterior rather than requiring major alteration of the interior structure. The exterior appearance should remain consistent with the other windows. Interior sheetrock repair and finishing associated with the installation are included.

19. Is the exposed floor/mezzanine edge at the upper-level window to be finished?

Answer: Yes. Provide a finished cap at the exposed floor edge as part of the window installation.

20. Is an alternate price requested for an additional window?

Answer: The additional window at the southwest end of the building includes an existing set of double doors. Bidders should include replacement of the double-door opening with a window as part of the alternate/additive bid item.

21. Relocation of conduit/electrical services in any affected window openings should be included in contractor scope?

Answer: Yes.

22. Are there any special conditions bidders should account for at Window H?

Answer: Yes. At Window H:

Exterior: The Contractor shall include repair of the area where concrete is missing at the top arch as part of the window installation.

Interior: Model train tracks and associated supports currently obstruct access to the window. The City will remove the tracks and supports prior to the window replacement work to provide access.
