About this file

This is a Memorandum for Record documenting equipment specifications for a procurement by the 76th CMXG/MXDER at Tinker Air Force Base, Oklahoma City Air Logistics Complex (AFMC).

The Air Force is requesting funds to purchase one (1) Portable Optical Emission Spectroscopy (OES) System with complete installation, training, software modules, calibrations, databases, test banks, and consumables for identification of aerospace industry alloys. The system must operate in both laboratory and field environments (including on or inside aircraft) using standard 120V wall outlet power. The OES system requires dual source capabilities: an Arc source for quick material identification and a Spark source for high-precision quantitative analysis. Mobility provisions include a wheeled trolley for transport and a battery pack with AC adapter/charger for tether-free field operation. Accessories must include an Argon gas regulator, one standard Spark test probe with minimum 4-meter hose, and one UV test probe with minimum 4-meter hose capable of analyzing carbon and other elements. The test probe/gun must not exceed an approximate 4"x4"x10" head envelope or 2"x4" probe end cross-sectional area by more than 20%, with probe adapter accessories for various geometries and small parts. The system must quantifiably analyze trace elements and alloy additions including carbon, sulfur, phosphorus, lithium, calcium, silicon, magnesium, and aluminum, meeting minimum detection limits specified in an attached document. Calibration modules must cover Spark and UV modes for Iron, Aluminum, Nickel, Titanium, Copper, and Cobalt metallic bases with aerospace application emphasis. The software must include a comprehensive grades database for Ferrous and Non-ferrous metals enabling positive material identification of common aerospace alloys. Installation requirements include on-site setup and a minimum of three days (24 hours) of operator training. The manufacturer must demonstrate at least ten (10) years of successful production history of comparable instruments.

MEMORANDUM FOR RECORD

SUBJECT: Item Description

1. The 76th CMXG/MXDER is requesting utilization of funds for the purchase of one (1) Portable Optical Emission Spectroscopy (OES) System

a. The proposed system shall be a portable Optical Emission Spectrometer complete with installation, training, and all necessary software modules, calibrations, databases, test banks, and consumables required for the identification of common alloys utilized in the aerospace industry.

2. The requested equipment item description / Specifications are outlined below.

a. Quantity of one (1) Portable Optical Emission Spectroscopy System.

(1) Operational Environment and Main Unit:

(a) One (1) Portable Optical Emission Spectroscopy (OES) analyzer unit.

(b) The system must be capable of dual-use operation: suitable for a laboratory setting as well as in the field (e.g., on or inside the aircraft, of other non-controlled environment).

(c) Power Requirement: The OES system must be able to operate using a standard 120V Wall outlet.

(2) Dual Source Capabilities:

(a) The system must be equipped with an Arc source for quick material identification.

(b) The system must be equipped with a Spark source for high-precision quantitative analysis.

(3) Mobility:

(a) A wheeled trolley or cart for transporting the main unit and its accessories

(b) A battery pack with an AC adapter/charger to allow for portable, tether-free operation in the field.

(4) Probes and Accessories

(a) An Argon gas regulator

(b) One (1) standard Spark test probe with a minimum length hose length of 4 meters.

(c) One (1) UV test probe with a minimum hose length of 4 meters, capable of analyzing elements such as carbon,

(d) Size Constraint: The test prob/gun shall be relatively similar in size to or smaller than an XRF gun.

1 Approximate "head" envelope of 4”x4”x10”.

2 Probe end cross-sectional area of approximately 2”x4”.

3 The probe must not exceed either the volume or cross-sectional area specified above by more than 20%.

(e) Probe adapter accessories for tubes, wires, non-uniform geometries, and small parts.

(5) Analytical Capabilities:

(a) The system must be able to quantifiably analyze trace elements and alloy additions including, but not limited to: carbon, sulfur, phosphorus, lithium, calcium, silicon, magnesium, and aluminum.

(b) The system must meet all minimum requirements listed in the attached Minimum Detection Limits for OES document.

(6) Calibration Modules: The system must include a comprehensive set of calibration modules for both Spark and UV modes covering the following metallic bases: (with an emphasis on aerospace applications): Iron (Fe), Aluminum (Al), Nickel (Ni), Titanium (Ti), Copper (Cu) and Cobalt (Co)

(7) Software and Database:

(a) A comprehensive grades database for both Ferrous and Non-ferrous metals to allow for positive material identification (PMI) of all common aerospace alloys.

(8) Installation and Training:

(a) On-site installation and system setup.

(b) A minimum of three (3) days (24 Hours) of familiarization and operator training.

(9) Manufacturer and Vendor Qualifications:
