About this file

This Statement of Interest document reflects a procurement request from the Port Orford-Langlois School District (2CJ) to the Oregon Department of Education (ODE) for customized coaching and professional learning services focused on Leadership for General Continuous Improvement. The district seeks to engage a coaching vendor to support two school buildings—Driftwood Elementary School and Pacific High School—in building systems of inclusive leadership and capacity development for Multi-Tiered Systems of Support (MTSS) implementation across K-12 grade levels. The intake call occurred on June 12, 2025, with Aaron Miller, Superintendent, serving as the district contact. The district expressed a preference for the coaching to begin as soon as possible for the 2025-26 school year, with a strong preference for in-person coaching sessions over virtual delivery, though some virtual planning is acceptable. The procurement appears directed to pre-approved vendors, with potential for direct assignment if the selected vendor is the only qualified option for the requested focal areas.

The not-to-exceed budget for this coaching engagement is $25,000. The district identified Inflexion as a vendor preference and noted that Jennifer Molan serves as the Regional ESD & IP Contact, with Laurel Smalley as the ODE Regional Support contact. Port Orford-Langlois School District is located in a remote area of Oregon, with nearest airports including Eugene, Medford, and Southern Oregon Regional (North Bend), which may impact service delivery logistics and vendor costs. The district anticipates challenges related to new school leadership, geographic remoteness, staff turnover due to cost-of-living constraints, and the need for sustainable, long-term implementation support. The coaching plan is expected to address all district and school Longitudinal Performance Growth Targets, including 3rd Grade Reading Proficiency, K-12 Attendance, 9th Grade On-Track to Graduate, 4-Year Graduation Rates, and 5-Year Completers, with vendors required to identify and report on aligned progress markers in quarterly reports.

Related LPTS & Progress Markers Longitudinal Performance Growth Targets (LPGTs) are required by each district that participates in SIA funding (virtually all Oregon districts). They are important to consider when developing coaching plans and may, over time, be important for the coaching vendor to attend to when providing intermittent updates on progress made via coaching services.

Districts also report programmatic and budget progress quarterly, attending to the potential growth toward key Progress Markers in those reports. Progress Markers inform behavioral and systemic changes long before the types of outcomes captured in LPGTs are seen or realized. Coaching vendors should attend to these Progress Markers when providing progress reports on coaching to the districts served.

Suggested alignment between the Progress Markers and Coaching Focal Areas are as follows:

All district and school LPGTs will be impacted by this coaching plan. They include:

· 3rd Grade Reading Proficiency

· K-12 Attendance

· 9th Grade On-Track to Graduate

· 4-Year Graduation

· 5-Year Completers In addition, there will be progress markers that this coaching supports. Those will need to be identified in the coaching plan and reported upon in the quarterly reports provided by the vendor.
