About this file

This addendum to the Town of Killingly, Connecticut's polymer emulsion delivery solicitation clarifies two critical specification amendments to the original request for proposals. First, Appendix A.2 previously referenced Sodium Bisulfite but has been corrected to specify Polymer, Emulsion as the required product. Second, the original bid document incorrectly mandated NSF/ANSI Standard 60 Certification in multiple locations; this requirement has been removed as NSF/ANSI Standard 60 applies only to drinking water treatment and is not applicable to polymer emulsion used in wastewater treatment operations at the Water Pollution Control Facility.

The Town of Killingly invites sealed proposals for polymer emulsion delivery with a bid due date of July 13, 2026, at 10:00 a.m., with the initial contract term running from July 1, 2026, through June 30, 2027, and two optional one-year renewal periods. The scope requires delivery of Clarifloc NE-2365 polymer or an approved alternate to the KWPCF at 31 Wauregan Road, with annual consumption of approximately 110,400 lbs. delivered in shipments of 9,200 lbs. per tote. Pricing must be quoted on a per-pound basis including transportation, handling, and incidental costs, with emergency delivery rates and ancillary charges listed separately. Bidders proposing alternate polymers must complete mandatory jar testing at no cost to the Town and meet or exceed Clarifloc NE-2365 performance standards, with the Town serving as sole judge of acceptability. Normal delivery is restricted to 7:00 a.m. to 2:00 p.m., and qualified bidders must demonstrate a minimum of five years' experience in bulk chemical delivery, current HAZMAT endorsements and training certifications, and comprehensive insurance coverage including general liability ($1,000,000 per occurrence), commercial auto liability ($1,000,000 combined single limit), pollution liability ($1,000,000 per claim / $2,000,000 aggregate), and workers' compensation. A bid bond or certified check equal to 10% of the bid amount and three professional references from comparable municipal facilities are required for submission.

Polymer, Emulsion - Delivery

ADDENDUM NO. 2

Appendix A.2 mentions Sodium Bisulfite. Replace with Polymer, Emulsion.

Bid mentions product needing to be NSF/ANSI Standard 60 Certified in multiple places.

This Polymer, Emulsion product does not need to be NSF/ANSI as that is for drinking water treatment.
