About this file

This is an addendum to a request for sealed proposals issued by the Town of Killingly, Connecticut, for polyaluminum chloride delivery services to the Killingly Water Pollution Control Facility (KWPCF). The addendum clarifies that the Town currently uses EPIC WW58 as its phosphorus-reducing coagulant and specifies that proposed products must be polyaluminum chloride suitable for use in municipal wastewater treatment and compatible with the Town's existing treatment process, storage system, feed equipment, and operational requirements. The procurement calls for approximately 4,000 gallons annually in shipments of roughly 1,000 gallons each, with proposals due July 13, 2026, at 10:00 a.m. The initial contract term begins July 1, 2026, for 12 months with options for up to two additional one-year renewals upon mutual agreement. Site walks are available upon request, and questions regarding the procurement are due July 3, 2026, at 3:00 p.m.

The addendum requires bidders to provide product technical data sheets, Safety Data Sheets, Certificates of Analysis, and supporting documentation demonstrating that the proposed product meets or exceeds performance, compatibility, safety, and handling requirements. The delivered product must meet NSF/ANSI Standard 60 certification, contain 18% ±1% Al2O3 by weight, and be manufactured within 60 days of delivery. Bidders must submit pricing on a per-gallon basis for routine delivery and separate pricing for emergency delivery services required within two to four hours of notification. Contractors must demonstrate a minimum of five years of experience in bulk chemical delivery, maintain current HAZMAT endorsements, and provide general liability insurance of $1,000,000 per occurrence, auto liability coverage of $1,000,000 per accident, and pollution liability coverage of $1,000,000 per claim. The Town reserves the right to reject any proposed product or all bids and award to the lowest responsible and qualified bidder.
