About this file

This document is Addendum No. 2 to a Request for Proposals (RFP) for Construction Manager/General Contractor (CM/GC) services issued by the City of St. Helens, Oregon, for the New Public Safety Building Project No. P-526, dated May 9, 2023. The addendum clarifies two key proposal requirements and evaluation criteria. Proposers are permitted to use one 11" x 17" page for the project schedule submission. All proposals must acknowledge receipt of this and all other addenda, as failure to do so may result in rejection of the proposal as irregular. The addendum does not specify a bid due date, site visit requirements, or bidder's conference details, as these would have been established in the original RFP documents.

The second clarification addresses the allocation and scoring of 25 points assigned to Section 3.2.3 (Fee Proposal). Evaluators will distribute these 25 points across all fee proposal categories with priority consideration given to: Fixed Fee, General Conditions, Preconstruction Services, Self-Performed Work, and Insurance. Evaluators retain discretion in determining the point distribution within these priority areas but are required to allocate some points to all five categories. No pricing amounts, set-asides, incumbent information, or funding sources are specified in this addendum document.
