About this file

This is a job description document for the City of Gainesville Police Department, supplemented by a related procurement solicitation for promotional testing services. The position of Police Sergeant (Title Code 7331) is a responsible supervisory and investigative role requiring candidates to be current Police Corporals with at least one year in that rank. Essential functions include planning and supervising subordinate personnel, administering training, conducting criminal and crash investigations, managing evidence security, performing interviews and interrogations, conducting patrols and security duties, and rendering first aid. The City of Gainesville is simultaneously soliciting proposals for a comprehensive promotional testing process covering three ranks: Corporal, Sergeant, and Lieutenant. The procurement requires vendors to develop and administer a multi-component assessment including a 100-item multiple-choice written examination, assessment center exercises with in-basket and oral presentation components, candidate orientation sessions, and assessor training. A mandatory pre-solicitation meeting must be attended, with a question submission deadline of January 13, 2026, and proposal submission deadline of January 26, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. The contract term extends from execution through July 31, 2027, with an optional one-year extension through July 31, 2028.

Vendors must demonstrate at least three years of experience in police promotional processes and are responsible for creating testing materials, conducting examinations, scoring assessments, and implementing candidate appeal procedures. The City provides opportunities for local and small business participation, with potential preference given to vendors holding a valid City of Gainesville business tax receipt issued at least six months prior to bid opening and maintaining a physical business address within city limits. Small or Service-Disabled Veteran Business enterprises are encouraged to participate. Living wage requirements apply with rates available on the City's website, and reimbursable travel expenses will be processed according to City of Gainesville policies and standard GSA rates. Specific contract value is not explicitly stated, but vendors must submit detailed cost proposals for each component of the promotional testing process. The City reserves the right to reject any or all proposals and to terminate negotiations if satisfactory contract terms cannot be reached. Additional compliance requirements include completion of a Consolidated State Law Affidavit addressing Florida statutory regulations, including E-Verify employment verification, anti-human trafficking provisions, and restrictions on vendors associated with certain foreign countries.
