About this file

This is a job description and promotional testing solicitation for the City of Gainesville, Florida Police Department. The City is seeking proposals for a comprehensive promotional testing process for sworn members targeting three ranks: Corporal, Sergeant, and Lieutenant. The testing process must include a 100-item multiple-choice written examination, assessment center exercises incorporating an in-basket exercise, oral presentation, and administrative writing review, candidate orientation sessions, and assessor training. Vendors are responsible for creating testing materials, conducting examinations, scoring assessments, and implementing candidate appeal procedures. A mandatory pre-solicitation meeting is required; failure to attend will result in disqualification. The question submission deadline is January 13, 2026, and proposals must be submitted by January 26, 2026, at 3:00 p.m. through the City's OpenGov procurement portal. The contract term extends from execution through July 31, 2027, with an optional one-year extension through July 31, 2028.

Vendors must demonstrate at least three years of experience in police promotional processes and submit both technical qualifications and detailed cost proposals for each component of the testing process. The City offers local and small business participation opportunities, with potential preference for vendors holding a valid City of Gainesville business tax receipt issued at least six months prior to bid opening and maintaining a physical business address within city limits. Small or Service-Disabled Veteran Business enterprises are encouraged to participate. Living wage requirements apply with rates available on the City's website. Reimbursable travel expenses will be processed according to City of Gainesville policies and standard GSA rates. Evaluation criteria focus on technical competence, proposal quality, and potential oral presentations. Vendors must complete a Consolidated State Law Affidavit addressing Florida statutory regulations, including E-Verify employment verification and anti-human trafficking provisions. The City reserves the right to reject any or all proposals.
